Summary/Abstract: The right to development is one major topic opposing some western countries to developing countries in the debates on human rights. Hence the difficulties to standardize the right to development beyond its acknowledgement as such, particularly in the context of globalization, which is not just an economic process but also a profoundly social one and, by way of consequence, a political one. One possible advantage of the assertion of an all-including concept of the right to development, in favour of which the author pleads, would be inclusion of the notion of balance between the domestic effort and the responsibilities of the international community. The international cooperation models that have been used so far fell short of the expectations. Therefore, there is need for a debate on the ways and means to include some specific coordination in the official policies of governments and international organizations, promoted through the right to development. The United Nations' projects for reform should first modify the concepts that determine its options in terms of development and only then reform the competent institutions and structures.
