Summary/Abstract: The increasing activity of local Polish governments in foreign relations is visible both in their active membership in international organisations and in cooperation with local governments in other countries. Although local government international cooperation data are only estimates and as such are rarely representative, it can be assumed that more than 50% of municipalities have a foreign partner. One special type of this activity is cross-border cooperation. The European Commission established a new instrument in 2006 to develop, facilitate and promote territorial cooperation. At the end of November 2013, among 41 established European Groupings of Territorial Cooperation, two included Polish local government bodies.
