Summary/Abstract: Since the mid- 1970s and particularly after the death of Tito in 1980, Yugoslavia has been in a period of political stagnation and policy paralysis. During this time, a series of reforms have been proposed which were intended to affect all elements of society and politics. Despite all of the proposals for action, little has changed. Morale among would-be reform groups appears to be low, and prospects for meaningful change seem to be minimal. This picture is darkened further by the seeming inability of the political organizations in Yugoslavia to come to grips with the situation and to implement the changes which are needed. [...]
