Summary/Abstract: The Universal Periodic Review (UPR) was created by the United Nations General Assembly in 2006. It is a unique peer review mechanism that reviews the human rights situation of all states equally every four and a half years by other Member States during the sessions of the Government Working Group of the Human Rights Council in Geneva. All states, without exception, are actively involved in reviewing the human rights situation and in making recommendations. The purpose of this mechanism is to provide support to all UN Member States in better assessing their human rights needs as they develop, in a timely and periodic manner. The UPR reviews the implementation of human rights obligations as set out in the UN Charter; the Universal Declaration of Human Rights; human rights treaties ratified by the State concerned and other and voluntary commitments and obligations of the Member States. Based on this review, the UPR provides support to Member States to strengthen national human rights protection through recommendations.
