The concept of the ‘Smart City’ in building the resilience of cities to threats

Summary/Abstract: One of the basic issues of public security management is the need to ensure the resilience to the risk of threats that arise as a consequence of the growth of civilisation. These issues are particularly evident in urban centres, of which a large part are high-risk areas. This gives rise to the need to build and maintain cities’ resilience to threats, a notion that refers to numerous methods and techniques used in preventive actions, as well as to strategies for conducting operations in the response phase. The Smart City concept is becoming increasingly important in this respect. It allows for the gradual solution of problems related to the functioning of cities and regions through the use of modern technologies, inter-organizational collaboration in the implementation of public tasks and creating a network of relationships between organizations and their activities. However, this is a new concept that requires the systematization of existing achievements, as well as approaches and directions of its development. This was the reason for undertaking the study aimed at identifying current research directions and needs in the area of applying the Smart City concept in building cities’ resilience to threats. This goal was achieved based on a systematic literature review. As a result, three basic research areas were identified with regard to using the Smart City concept in the area in question. It was also found that there is a need to pay more attention to social factors in building cities’ resilience to threats, in addition to the implementation and use of technological solutions.
