Summary/Abstract: THE REGULATION IN THE FIELD OF PUBLIC ADMINISTRATION CONSTITUTED A REAL “BATTLEFIELD” FOR THE REPRESENTATIVES OF THE TWO GOVERNMENTAL POLITICAL PARTIES FROM THE PERIOD BEFORE THE FIRST WORLD WAR. LIBERALS AND CONSERVATIVES ACCUSED EACH OTHER OF USING VARIOUS STATE INSTITUTIONS FOR PURELY POLITICAL PURPOSES. THE POLICE AND THE GENDARMERIE, INSTITUTIONS WITH POWERS IN THE FIELD OF PUBLIC ORDER, WERE ALWAYS AT THE CENTER OF POLITICAL SCANDALS. SOME ATTEMPTS TO REFORM THE ADMINISTRATIVE SYSTEM, SUCH AS THAT OF VASILE LASCĂR, WERE ALMOST CANCELED BY THE POLITICAL INTERESTS OF LIBERALS AND CONSERVATIVES.
