Summary/Abstract: The main element that stand out in the resistance movements during the Ottoman Empire period are the irregularities in the collection of taxes and the tax increases that annoyed the citizens, and the changes in the tax system are the cause of the active resistance movements that often lead to bloody conflicts. However, it is clear that many resistance movements of this nature are not tools of political demands. In the study, considering that the Celali rebellions did not have the goal of making a revolution by overthrowing the empire, it is concluded that the rebellion was actually a movement that fought for order and order.
