On the Nature of the Orders of the Minister of Health Imposing Anti-Epidemic Measures

Summary/Abstract: The subject of the article is the nature of the orders of the Minister of Health, which impose anti-epidemic measures as a type of administrative act. Referring to the theory of the criteria by which the administrative acts are divided into individual, general and normative, proposed by Prof. Kino Lazarov, arguments are presented, which draw attention to the general administrative acts. The method of comparison and analysis shows the differences between the types of administrative acts, both according to the regulations and according to the theory.
