Summary/Abstract: The purpose of this paper is to determine how Economic Intelligence (EI) is perceived in terms of existing organizational culture, both in Romania and in France, through a comparative study and to determine it’s positioning in relation to law and ethics. The starting point of the research was based on the existing confusion in the business environment in both countries regarding the lack of organizational culture addressed to this concept and the association with economic espionage accentuated by the current context of economic crisis. The non-directive and semi-directive exploratory interviews aimed at identifying the use of specific means, at the border between legality and illegality, to obtain strategic information and, also, the identification in the organizational minds of such impulses. Analysis made on information obtained revealed among other things, a reluctance of the organizations to address these issues, especially the aspects regarding EI activity, due to an association with economic espionage and based on the lack of thorough knowledge in this respect.
