Summary/Abstract: Present concept of the development of communities and regions considers especially endogenous theories of development which emphsize the utilisation of the endogenous developmental potential. The driving force of the development of communities and regions is represented by local and regional actors (public government and self-government, special-interest associations, trade unions, entrepreneurs´ associations, universities) who should be able to set development goals, adapt to changing internal and external conditions, initiate innovation processes and utilise different forms of interaction and participations of public, private and non-governmental sectors, educational and research institutions, interest groups and citizens´groups. The output of interaction, participation and cooperation among above actors is a complex concept of regional education policy which considers specific conditions and requirements of municipalities (towns) and regions.
