Summary/Abstract: Like the children's hospitals, special schools for children and young people with disabilities indicate the degree of involvement of the authorities and the welfare of the community. As for the province of Bukovina in the second half of the 19th century, the interest towards the vulnerable population and, especially, to the needy, orphaned, or handicapped children express the ideological and political stakes of the modernization. Considering that the civic consciousness was burdened with heavy guilt over the deaf-mute and blind–because that “type” of child was either studying in a Viennese school or begging and depending on charity–the provincial and local authorities were suggested to build in Chernivtsi an establishment in which the disinherited could find “the blessing of instructionand care“. This study proposes an incursionin to the history of the first and only “Institute for the blind and deaf-mute” in the Austrian Bukovina, covering only the beginning period of its operation, respectively until 1919, when it was renamed and reorganized in accordance with the principles established by the Romanian state.
