Summary/Abstract: The analysis carried out in the article confirms the often voiced opinion thedecade of 1980s was a lost one from the point of view of: economic development,raising the standard of living and reducing the economic distance separatingPoland from highly developed countries. Situation turned out to becontrary to expectations. The distance between Poland and the world’s leadersdid not decrease during this period, but actually increased. This was themain reason for the change in the economic system at the turn of the 1980sand 1990s, which took the form of the so-called shock therapy with all its negativeconsequences. As of today one of the visible manifestations of the saidadverse effect of the said therapy is the absence in Poland of any serious ownindustry for over two decades. About two-thirds of the current industrial baseinvolve are assemblies (the assembly stage adds just 6-8% to the value of theproduct), mainly foreign ones. The stagnant economic situation in Poland inthe 1980s was the result of strategic mistakes made in the 1970s (falling intothe debt trap, overinvestment in the economy combined with underestimatingthe investment risk, overburdening of the economy with the military production,lack of a well-developed concept of export expansion on the globalmarkets), as well as inefficiency and timidity of economic policy in the 1980s.The first 3-4 years after the introduction of martial law proved decisive, asthese period was supposed to bring about (also for political reasons) a significantimprovement in the economic situation of Poland in comparison to theperiod 1979-1981. However, despite the efforts undertaken, such an improvementdid not materialize. The second half of the 1980s, until 1988 (the periodassociated with the rule of Prime Minister Zbigniew Messner) witnessed theaccumulation of all negative trends originating in the past and arising on anongoing basis due to the chaotic economic policy, one deprived of long-termvision and strategy. The medium-term trend of this policy was clearly downward.The article attempts to discuss the above-mentioned tendencies.
