Summary/Abstract: The German higher education system comprises two forms of institutions: universities (Universitäten) and institutions of applied studies (Hochschule). The importance of private higher education institutions was low for a long period of time. Although students of private universities are rather an exception in Germany, the sector of private education has registered considerable growth rates in the last years. The trends towards liberalization have brought to the foreplan the neoliberal idea that the state should limit itself to its main duties. Private universities in Germany are perceived as rather elitist, partly because of the high education fees. The direct relation of private universities with future employers and with the economy make the high education fees look like a reasonable investment. Private universities in Germany are meant more to complement the state system or to exceed the later by quality, elitism, and the relationships with the economy.
