Financial Structure of Municipal Infrastructure Projects in Poland Against Other EU Countries

Summary/Abstract: Together with technical and technological changes demand for infrastructure projects has been increased, both for green-field and brown-field investments. High level of infrastructure capital density forces local governments to searching external sources of finance new projects. An aim of a paper is to analyze financial structures of municipal infrastructure investments and their evaluation in EU countries. In 2017 European Investment Bank conducted research on investment activities of municipalities in EU countries. Research shows that Poland has conducted comparatively stable investment policy according to local infrastructure projects, but such factors as length of approval process, limited access to external finance, and growing debt ceilings too are impeding infrastructure projects implementation.
