Summary/Abstract: Having an imperial identity with the conquest of Constantinople, Ottoman Empire employed its subjects with different ethnic origins and beliefs in the bureaucracy on the basis of their areas of expertise. Even though this right was legally granted with the Hatt-ı Hümayun of 1856, non-Muslims were actually working at several parts of the state administration before that date. This article examines the problem of the employment of non-Muslims during the process of the modernization and the reforms in the navy from the mid-19th century until the end of the empire. It examines the issues such as the levels of employment among non-Muslims in the Ministry of Navy, their educational status and their areas of expertise on the basis of archival documents. Through this way, it tries to reveal the position of non-Muslims within the practices of employment in a military institution.
