Summary/Abstract: The paper is based on the memoirs of Count Peter Andreyevich Shuvalov, the second plenipotentiary representative of the Russian Empire at the Berlin Congress. The remarks made by P.A. Shuvalov regarding the work of the Congress are kept as a written record in the Russian State Historical Archive (RGIA) in St. Petersburg, in the fund of the Office of the Minister of Finance. The significance of the Congress and the significance of the person who wrote down his own account of the said events, make this document unique among the documents on the work of the Congress.
