Summary/Abstract: During the Interwar years, the new Romanian state had more resources to invest in its armed forces. The Navy, although considered secondary to the Army, was still going to receive new funds for buying ships. This sparked old rivalries between the senior members of its leadership, admirals Scodrea, the Chief of the Naval Inspectorate, and admiral Gavrilescu, the Chief of the Sea Division.
