Summary/Abstract: The article reveals the current trends in the development of the institutional foundations of urban development. The article describes the types of development in megacities, reveals the actual problems of the development of urban areas on the example of one of the largest Russian megacities - St. Petersburg. The revolutionary and evolutionary variants of the development of the territories of St. Petersburg are considered. The organizational and legal aspects of the development of free urban areas, which include undeveloped territories and territories of reorganization, are studied. The characteristics of the advantages and limitations in the development of each of the types of such territories are given. The stages of development of the master plan reflecting the concept of development of the developed territory are revealed. The article describes the peculiarities of the territorial development of Bulgarian cities in comparison with the domestic experience in this area.
