Summary/Abstract: All international legal norms, regulating today the social relations, relate to the rules that will be applied in the process of using the air space by all actors, regardless of their origins, especially as for the security of the civil air navigation, which continues to develop due to the practical implementation of the technical-scientific progress realizations and the stringent need of the world market to identify a quick, efficient and secure mean of transport. The genesis and the evolution of the international legal regulations in exploiting the atmospheric space in order to provide the security of the civil air navigation since its beginning and until the adoption of the Chicago Conventions are described in this paper.
