Summary/Abstract: The paper presents the results of the classification of voivodeships according to the level of the realization of priorities of the National Development Strategy 2007-2015 in 2011. The classification was based on the two-element process of diagnosing which in-volves comparing the observed regularity with normative regularity. The observed regularity was defined as values of variables from the multiple indicator matrix. The normative regu-larity was identified in two ways – as the properly transformed values of centroid of the rows (average norm – internal) and as the target values (ideal norm – external).
