Summary/Abstract: The term ”pedagogical culture” describes a set of fundamental pedagogical values supporting the basic structure of education at such levels as general purpose, end goals, broad contents, and norms. This implies social (civic, professional, and cultural) and psychological (logical, affective, emotional, and character-wise) pedagogical values, which are engaged in terms of socially and historically validated basic contents, according to the envisaged psychological competences, also reflected in the norms that order and regulate the concept and implementation of education. From this perspective, we can identify several means of manifestation for pedagogical culture: managerial (at education policy level), theoretical (academic), and practical, by actors of education and schools as organizations. The teacher’s pedagogical culture (correlated with the sociological concept of culture and the pedagogical concept of general culture) ensures the foundations of his success in all school disciplines and at all stages of schooling. A teacher’s pedagogical culture needs to be promoted at the following levels: a) general (general education theory, general instruction theory, general curriculum theory); b) in-depth (psychology of education, sociology of education, management of education; communication/teaching theory, theories of learning, assessment theories); c) applied/practical (theory of preschool education, primary education etc.; specific didactics; teaching practice (observation and teaching)).
