Summary/Abstract: The functioning of the commune is based on possessed financial potential, and above all on rational management of public money. The issue of financial management is one of the most important issues regarding the functioning of local government units and is a vivid object of interest not only for theoreticians but also for practitioners. The financial situation and the growing scope of public tasks carried out make local authorities more and more clearly see the economic aspects of their activities. Therefore, rational and effective financial management plays an increasingly important role in local management. The subject of this study is a activity-based budget, which can become an effective way of rational public money management at the commune level.
