- Summary/Abstract:Through this article we want to emphasize the importance of educational management. We are also interested in whether the manager of an educational institution has or should have an entrepreneurial spirit. In recent years, special emphasis has been placed on educational management. We observe a tendency towards interdisciplinarity in the Romanian education and the necessity of the presence of the entrepreneurial spirit in the educational institutions. Entrepreneurship and management have a close connection that we will discuss in the following article. Thus, our attention was drawn to the need for entrepreneurship in management positions. The special importance given to educational management, leadership and entrepreneurship has led us to approach this interesting topic. It is necessary to create a personal profile of the manager of the educational institutions and to understand what educational management means and how to be a good manager in order to achieve high results. For this we have conducted a research on these concepts, and the results and its course will be presented in this article. We are also interested in how the manager's activity influences the education provided in an educational institution.We have a number of compelling questions to which we want to receive scientifically substantiated answers and that is why we have proposed a research that will answer the current needs. The world is constantly changing and this forces the existence of a manager capable of adapting and managing the various situations that arise. We need to know what competencies and qualities a manager must have and his status within the organization.

- Summary/Abstract:The school organizations in Romania are confronted with the continuous perspective of change by reference to the legislative changes, to those at the level of the educational paradigm, but also at the social level. The present paper aims at a historical and evolutionary recovery of the concept of change in the school organization, with emphasis on identifying strategies and techniques for managing the process of developing and changing the manager, taking into consideration his professional competences and his personal abilities, considered as core and trigger agent for effective change in the organization.Personal change involves dynamics, which implies personal development, becoming, training. In order to complete the process of personal change of a school manager it takes a long time, of involvement in one's own development in order to trigger induce support the change of the school organization. In order to adopt the most appropriate organizational strategy (maintaining/restricting/developing or diversifying the organization), the manager must constantly evaluate his own abilities/competencies, to value those that bring performance to his organization.The methodology consisted in the rigorous analysis of the specialized literature and the empirical research, instrumented by a survey based on a questionnaire applied to the managers of 15 early education organizations in Dâmboviţa county. The main conclusions from the study focus on the process of becoming a manager, with an emphasis on the triggering moment of his personal change, transposed into behaviors that will have implications for the culture of his organization.

- Summary/Abstract:Although, the concept of risk has always been implicit in quality standards in general, the emergence of the international quality management standard ISO 9001: 2015, which is no longer limited only to certain quality management processes but explicitly addresses risk-based thinking, makes risk management part of the strategic and operational planning of the organizational entity and justifies all in all, the concept of integrated quality-risk management, replacing preventive actions with actions taken to analyze risks and opportunities. Therefore, regardless of the field of activity of the organizational entity, quality assurance is strictly linked to the complex and continuous process of risk management, which integrates risk identification, risk assessment, elaboration of management strategies and risk mitigation by using managerial tools to achieve objectives, and obtaining or maintaining quality certification to the highest standards.Keeping this in view, the purpose of this paper was to identify the connections between the two concepts and integrate them into the organization's activity to obtain conclusions, solutions and proposals as managerial support in the educational organizational entities in order to facilitate the efficient and effective achievement of its objectives and to maintain a quality-oriented and risk avoidance.

- Summary/Abstract:The educational changes in the Romanian pre-university education system over the last ten years have required the creation of internal mechanisms, articulated through an internal managerial control system in order to improve and maintain performance in all the basic compartments of the school organization. The success and the performance of a educational organization is based on many factors that take into account the scholars progress, the professional training of professors, the curriculum, but also the manager’s style and strategies that he applies at an institutional level. Despite controversy and doubt, internal management control is seen as an indispensable tool in performance management of modern organizations. The reason for this consists in management control treating the present problem for all the typologies: that there is certainty in the fact that managers, alongside with professors achieve performances in the behalf of the organization. In order for the relationship between the manager of the institution and his personnel to remain favorable, it is normal that the management to measure and control the performance of his employees. The present paper aims to create an internal radiograph within a preschool education institution in order to hierarchize performance indicators and / or identify influential factors to be achieved in order to obtain a performing school environment (for children, teachers and the entity manager). The paper/research begins with a presentation of the theoretical concepts, followed by an empirical research that is based on qualitative methods, and uses as an instrument the interview (applied to teachers, heads of departments, managers). The paper ends with a series of proposals, conclusions that can be implemented in various educational organizations.

- Summary/Abstract:Natural capital is the collective term both for the products of the natural assets of our planet and for the ecosystemic services that result from the interaction of these assets, services that support life on our planet. In fact, the ecosystemic services resulting from the activity of the Natural Capital constitute the fundament of the entire activity of the socio-economic system and include food, water, energy, climate security and other services essential for all. Unfortunately, often, the value of the natural capital was forgotten in the traditional methods used for measuring economic performance. This non-recognition of the importance of the natural capital has, in the end, a damaging effect on the ecosystems, biodiversity and natural environments in general and can trigger a loss of the essential services of the ecosystems. The value of the natural capital becomes acknowledged increasingly more as critical for economic success and economic sustainability. Many decision-makers and organizations have begun to focus on the way value can be attributed with precision to the natural capital and in connection to economic policies. The result hoped for is a better decision-making to manage, preserve and improve our natural environments. Moreover, the identification and quantification of the natural capital and of the ecosystemic goods and services offers a supplementary economic justification for the efficient management of the natural resources. As the scientific research has noticed and supports increasingly more, the attribution of value to the natural capital and to the ecosystemic services can be a positive step in the prevention of their exhaustion by promoting a better understanding of the true economic value of the ecosystemic services and by providing economic tools able to consider this value adequately.

- Summary/Abstract:The European Commission (EC) has established through European regulations that at each Member State an independent body, generically called the Audit Authority (AA), who will ensure the external public audit function for each operational program financed by the European grants. Each Member State was free to set up its audit authority, subject to the above-mentioned conditions.The Romanian Audit Authority was set up at the level of the Romanian Court of Accounts, being established by national law as a body without juridical personality, operationally independent from the rest of the public audit activity. This audit body performs the external audit function for all operational programs financed by the European grants.The present article aims to present the Romanian Audit Authority, its institutional and organizational capacity to fulfil the legal requirements of the European legislation and the extent to which its results can provide a reasonable assurance to the European Commission that the management and control system (MCS) functions in way to prevent, detect and correct deficiencies and financial sanctions. One of the challenges of the audit is whether its recommendations can prevent malfunctions in the MCS, and in the event of irregularities, the managing authority (MA) and the certifying authority (CA) can correct them in time before the European Commission is declared expenditure. It will also present the procedure established by the legal framework on how audit recommendations are implemented by the other entities within the management and control system.Although it is part of the Court of Auditors, the Audit Authority has its own working procedures, which must reflect the requirements of European regulations and guidelines, and the results of its verifications are communicated to the European Institutions. The manner in which the EC uses the audit reports will also be the subject of this article.

- Summary/Abstract:The European Commission (EC) and Romania ensure a shared management of European funds and the principles governing the current financial framework are those of sound financial management. For each operational program, European regulations make mandatory the existence of the following authorities: the management body (MA), the certifying body (CA) and the audit institution (AA), which must operate independently of each other. Each Member State has the freedom to create its own institutional framework, if the three authorities mentioned in the European regulations are clearly defined and delineated.The present article aims to present whether the management and control system (MCS) implemented at the Romanian level is too bureaucratic if too many authorities have been created on the European Commission's cash flow. At the same time, some of the main causes will be identified, which may lead to a lack of beneficiaries' interest in accessing the funds allocated to certain programs. Some of these cases originate from the 2007-2013 programming period where Romania was sanctioned by the European Commission with many financial corrections due to systemic irregularities identified in the process of public procurement procedure, the evaluation and selection process projects. At the same time, the lack of funding due to the failure to complete some projects in time in December 2015 will be considered, as it is compulsory to ensure the necessary public and private financial resources from the own local budgets or from the state budget in order to be able to be finished.

- Summary/Abstract:Agriculture is one of the most vulnerable domains to climate changes, and the plant breeders' main targets are: adapting the already existing valuable varieties to these changes and creating new varieties with increased resistance to significant alternations of temperature and precipitations. Considering the importance of soy culture, 7 soy varieties were studied for 3 years at the Centre for Testing of Varieties Târgovişte, to observe which of them are suitable for cultivation in the pedoclimatic conditions of South Muntenia Region. In the year 2015, the rainfall distribution and volume led to large average productions for all the varieties, with SG Albert, ES Mentor and SG Kea standing out.Although in the year 2016, the total volume of rainfall was by 200 mm, above the average, this was unequally distributed, low quantities being recorded during important growth stages, respectively the seed development, and plant maturation. However, larger productions compared to the average were obtained by the Carla TD, SG Havane and Larisa varieties. In the year 2017, the rainfall was evenly distributed. Thus, a sufficient reserve was accumulated in spring for the emergence stage, and sufficient rainfall was recorded in summer for the full seed stage. The largest productions had the SG Albert, Carla TD, Larisa and SG Havane varieties. Following the examination of the agronomic and use value, the average production recorded in the entire period 2015-2017 and its constant level in time, the recommended varieties for cultivation in the South Muntenia Region, were Carla TD, SG Havane and Larisa and SG Albert.

The parents who have entered this vortex of evolution, the time spent with children is not very long, it is insufficient. The development of children at the age of the small school and even of the secondary school pupils is strongly linked to the attention, encouragement and support for self-knowledge by the adults. Last but not least, the most common use of modern assessment tools, as well as the highly charged school syllabus in the Romanian educational system, have put parents in difficulty in helping and supporting their own children, students of this system. The educational alternatives, such as private schools, step by step, after-school and before-school, have become as much demanded by parents. The establishment of an after-school, before-school, implies a combination of the needs of students and parents facing problems. Modern techniques and materials used in a private school can change the entire education process. Remember, with the business idea, what turns a visionary teacher into an entrepreneur.

- Summary/Abstract:Currently, one of the main factors that shows us a picture of Europe's decline is that of demographic change. This process of decline of the West is marked by more than five decades of several indicators and evolutions that show us that although the time of Western civilization is beginning to run out, a new one appears, namely that of the East. This process of decline in which there is an extreme and unprecedented form of capitalism appears more pronounced in Europe compared to the United States and is characterized by: corruption, alienation of peoples from their roots, religion, history, low birth rates, massive flows of migrants and refugees, the totalitarian tendency of governments. Although the signs of decline are numerous, in this paper we will analyze certain demographic developments observed mainly in Europe and which we consider from several points of view dangerous. In addition to these developments, which we consider quite dangerous, globalization is the most important. The paper is structured in four parts, in the first part being presented the basic trends and variations from the population's perspective. In the second and third part are presented the main causes and effects of these variations of the populations and in the fourth part the conclusions of this study.Most of the interpretive analysis of this unwanted stagnation process is based on demographic erosion, population aging, low middle class rates, the invasion of migrants and refugees that change the cultures of the host nations.

- Summary/Abstract:In the course of time, grains have been and will always be a group of plants of utmost importance to the human existence and activity. Among these, wheat is the main crop used as raw material in the milling-bakery sector (basic food sector). I considered it appropriate to develop a study in Teleorman county on the bakery quality of the varieties of wheat. We analyzed the quality of the production by several indices for 4 varieties of wheat (Boema, Dropia, Flamura 85, Fundulea 4): wet gluten content, dry gluten content, deformation index, gluten index. Determining these indices the laboratory analyzes were performed in two repetitions, for 3 years. We studied pure varieties, as well as mixtures between them in different proportions.

- Summary/Abstract:Sustainable development approaches the concept of quality of life in all its complexity, from an economic, social and environmental point of view, promoting the idea of the balance between economic development, social equity, efficient use and conservation of the environment.By its very nature, sustainable development represents the need for responsibility and education for environmental protection, and this aspect is reflected in the evolution of community policy in recent years, a policy marked by the transition from an approach based on constraint and sanction, to a more flexible, based one on incentives. Thus, it is acting in the direction of a voluntary approach, in order to promote this environmental responsibility and to encourage the use of environmental management systems.The environmental policy does not act independently, but reflects the interest of civil society in this direction, manifested by the creation of numerous environmental movements and organizations. Moreover, in some countries the creation and development of "green" political parties has been achieved, with real success in the political arena. However, resistance - or, more properly, the restraint and inertia that manifests itself, should not be forgotten, when environmental objectives seem to limit industrial competitiveness and economic growth; but this aspect only emphasizes once again the need for a concerted approach at European level and the need for an active and integrated environmental policy, capable of responding to the challenges that appear economically.The European environmental policy is based on the principles of precaution, prevention, correction of pollution at source and "polluter pays". The precautionary principle is a risk management tool that can be invoked if there is scientific uncertainty about a possible risk to human health or the environment, arising from a particular action or policy.

- Summary/Abstract:The use of information technology in the activity and professional development by the teachers represents an extinguished necessity of the current stage. The new technologies come to the aid of the teacher, in the exercise of his profession. Using them makes the teacher's work more efficient, it helps him save time and space in making the necessary documents for carrying out, in good conditions, the activity. The development of information technologies has boosted the professional training of teachers for the use of TIC tools. Traditional teaching methods are not replaced by technology, but this can improve both the course material and the relationship between students and the teacher. Educational institutions must take advantage of the opportunities offered by technology and create programs, special software to offer the student an interactive, rich and varied learning experience. Technology is everywhere around us, and this must determine us, those responsible for the educational act in schools, to change the way students assimilate information during class hours.

- Summary/Abstract:The Romanian teacher is in a permanent change, which is why education is required to go beyond this context. Therefore, the school, in addition to the educational preparation of the student, must consider its education in non-formal and informal environments. In order to be able to carry out and implement such activities, the Ministry of National Education has elaborated the Methodology for organizing the "School after School" Program, through OMECTS no. 5349 / 07.09.2011, an official document, which presents the legislative framework in order to be successful. With the help of local authorities, these programs are much more flexible. They are carried out under the guise of educational projects and help the student both in the preparation of the subjects, as well as in various recreational activities, depending on his skills. An efficient partnership between the three factors involved in the educational process, the school and local authorities on the one hand, and the family on the other, implies mutual respect and trust, but also efficient communication and collaboration. All these concerns have as main objective to find the methods by which the students acquire the necessary knowledge to be able to cope with the daily changes of the society. As the learning must be carried out permanently, not only within the formal framework of the school, the local authority comes to support the family and the school so that the learning environment does not suffer and offers the student comfort.

- Summary/Abstract:The evolution of international economic-political relations and the means of communication has required, for a long time, a review of the apprehension of spaces and borders. The jurist was not excluded from this reflection, quite the contrary. The criminal sciences – despite the traditional term of “sovereign matter” – have had to adapt to an obvious evolution. The situation is not new; crime is becoming international. Nevertheless, it is no longer a question of being limited to the international crimes creating international criminal law, but of the necessary response of an international criminal law. In fact, alongside crimes that undermine the international public order, States must fight against an internationalized crime. The physiognomy of this crime is now acquired: internationalized, interpenetrated and professionalized. Borders do not seem to be an obstacle to crime. The globalization of exchanges and means of communication strengthens the effectiveness of criminal bands. To this criminal evolution, the States had to react. Again, this is not a recent response. Quickly, the national police collaborated to fight against a blatant and detestable impunity through the game of borders. However, and in order to face the increase in this crime benefiting from the disappearance of borders, States had to overcome their sense of sovereignist withdrawal. The European Union illustrates this new response, going beyond traditional criminal cooperation to ensure a real criminal integration.

- Summary/Abstract:Establishing and implementing the most appropriate strategies for sustainable development is an increasingly common goal, which plays a vital role in achieving global performance in sustainable business. Some economic entities are looking for more than achieving results in accounting profit, focusing on sustainable development through a responsible approach to economic activities. The role of economic and financial analysis in the strategies for sustainable development in order to conduct sustainable business is a decisive one, this being the one that should direct the non-financial activities. Entities must look at the concept of performance from a global point of view because the sustainability of the performance will be achieved only by establishing as the entity's goals social responsibility and environmental protection in addition to the financial ones reflected by the economic-financial analysis. The social responsibility manifested by the economic entities implies a balance of the profit with the social and environmental implications. Changes in the economic environment of the last period have affected the way of approaching the performance. Social responsibility joins the purpose of each profit maximization entity, which further leads to synergistic effects.The most well-known form of social involvement is the sponsorship by which an entity offers a certain amount of money to another entity that does not carry out activities from which to make a profit. In the second part of the paper we presented the involvement of a prestigious economic entity in sponsorship and social responsibility actions, paying particular attention to the social cause, and we analyzed the correlation between the trend set by these social actions and the financial performance. The participation of several categories in the profit of the economic entity is possible through the development of a social responsibility manifested within the community.

Therefore, nowadays the tourists are much more informed about the holiday, they know very well what exactly they want and under what conditions. They have begun to analyze more companies from which they want to buy vacations, are increasingly turning to trusted brands, even if they will pay a higher price for the same services of the tourist package. They prefer trusted agencies, and this does not appeal to small and lesser known agencies.

- Summary/Abstract:The development of the entrepreneurial spirit among future employees is extremely important for a sustainable development. The creativity, the sense of initiative and the entrepreneurial spirit will help the current graduate, future employee, to develop their critical thinking, to be creative, innovate in their field of activity, be productive, flexible and autonomous and also capable to manage a project, within the limits of their skills. This research introduces the most important results concerning the entrepreneurial spirit among future employees for a better integration on the labor market and a significant contribution to the sustainable local development. The data were collected through a questionnaire applied on a representative sample of teachers in the pre-university education who carry out their activity in theoretical, technology and vocational high schools in the county. They served in outlining an overview on the impact that development of the entrepreneurial spirit has on the prospects of sustainable local development through current graduates, future employees. Regardless of their level of education, the teaching staff represents the main transmitter of training and development of the entrepreneurial spirit within the lifelong learning cycle.

- Summary/Abstract:In this article we discuss the Eastern European Union Countries (EEUC) issue of the European contenentalisation/re-continentalisation process. We point out how the tracing, projecting and realizing of Trans continental meridian transportation corridors and axes could facilitate the development of peripheric and marginalized regions.The article is presenting a view (vision) regarding the Trans meridian transport connectivity of Eastern European Union countries and in particular – Bulgaria and Romania. It states that concrete transport corridors axes, sub axes and corridors are an important tool for integrated and joint development (economic, social, ecologic) of some less developed regions in the mentioned countries.The article also pointed out that it is needed Transportation grid innovation that make the regional development to happen.
