Summary/Abstract: «Guillotine of Ukraine» - that’s what Vsevolod Balitskyi, the long-time chief of the General Procurator's Office and People's Commissariat for Internal Affairs (NKVD), was called by one of his contemporaries. // The authors of this book, basing on the unique documents and materials, in detail recreate his true role in the formation of the Bolshevik secret police and its leadership, his connections and influences, ambitions and personal traits, circumstances and versions of his death. The great attention is paid to V. Balitsky’s entourage, to whom, he worked with. // The authors managed to collect (often literally bit by bit) interesting and important information about V. Balitskyi, to process previously unavailable and very valuable archival sources. All of this allowed to prepare the most complete nowadays biography of one of the most notable figures of the communist special service. // The reader will be able to get acquainted for the first time with previously unpublished documents reflecting V Balitskyi’s activity.
