Summary/Abstract: The Doctoral Readings series is an edition of the Department of Public Administration at the University of National and World Economy (UNWE), which was launched in 2014 in parallel with the annual Autumn Academy. It is a forum for the presentation of the scientific research not only of students studying at the Department of Public Administration, but also at other departments of the UNWE, as well as at different universities in the country. The Doctoral Readings 9: Innovation Lab presents the work of PhD students and postdocs in several fields. Issues of the management of communications between citizens and central government are examined, as well as their implementation in crisis situations; new elements in the implementation of ex post impact evaluation and in the subsidization of political parties by the state are discussed. Changes to anti-corruption and data protection legislation are analysed. Special topics are the social aspects of terrorism and women in the labour market.

- Summary/Abstract:This article presents the importance of administrative processes and mechanisms for communication between citizens and the central bodies of the executive authorities, which in turn leads to better functioning of the public administration in the Republic of Bulgaria. Process-oriented management and communication mechanisms are presented, which contribute to a more effective and efficient government. In the article, an attempt is made to highlight the main positive points in the introduction and implementation of administrative services as a means of communication between institutions and individual interested parties, as well as the application of good communication mechanisms, which in turn improve the service to citizens and companies (organizations). Also considered is the digital transformation of the public sector, presenting the best practices of the Patent Office of the Republic of Bulgaria, which is of key importance for ensuring the effectiveness and efficiency of the information resources and processes used through centralized and horizontal solutions for e-governance.

- Summary/Abstract:This report examines the rights of personal data subjects, and in particular those of users of public services. This clarifies the concepts of public services, personal data, subjects of personal data. The principles for processing personal data of users of public services included in the General Data Protection Regulation (GDPR) of 2018 have been analyzed in details. In addition, the report analyzes the specific rights and possible measures to protect the rights of the subjects of personal data – users of public services. Special attention is paid to those spheres providing public services where, in order to guarantee national security and the public interest, a derogation from the prohibition on the processing of personal data is possible or a more special protection of the processing of certain sensitive data is introduced.

- Summary/Abstract:This article examines some practical issues of impact assessment in their applied projection. The purpose of the research is to offer a new view on the spectrum of the used technological toolkit by analyzing the current regulations and the practice of the administrative bodies. Regarding the preliminary impact assessment, it is well developed, given the regulation of a significant set of samples, mandatory content for the documents and the development of methodological materials. Regarding the subsequent impact assessment, however, there is a certain lag in the development of the overall application of the instrument. The current development of the regulatory framework is looking for adequate solutions, however, according to the subsequent assessment, a consistently implemented legislative approach is still lacking.

- Summary/Abstract:In the present work, a brief analysis of the legal norms under which political parties qualify for the use of state subsidy has been made. The size, the requirements and the normative regulations governing the administrative framework of subsidizing political parties have been studied chronologically. The current study aims at systematizing the order and specificity of the entire administrative process. The historical reference tracks down both the changes in the cost value of the state subsidy and all the changes that have occurred over the years in relation to the Law on Political Parties as well as the impact on the political and public life. The theses and antitheses with regard to the necessity for state funding for political parties in the country are brought to the fore.

For this purpose, attention will be paid to the three factors by which it can be motivated, namely – structural tension, the process of revitalization of a certain culture and a perception of relative group or individual deprivation. The subject of the article will be the influence of society in the essence of terrorism, as an aspect of society. A description of the concept of terrorism as a social phenomenon is given and through the history of the study of terrorism in the 20th and 21st centuries is briefly presented. This article does not claim to be exhaustive and is oriented towards presenting basic knowledge about this phenomenon.

- Summary/Abstract:Public health crises have excited the scientific community for decades because of the high degree of impact on large populations and the severe consequences for the economy and the public sphere. They could influence any national policy, threaten national security, be an obstacle in the development and maintenance of economic relationships, and on an individual level – they could have extremely serious consequences for the protection of life and its quality for every single citizen. Given the fact that providers of services and products in the healthcare sector are predominantly private entities regulated by the public authority, the search for solutions from the scope of Marketing as a science and practice aims to explore and offer public administration bodies flexible and effective practices and policies. Emphasis is placed on one of the еvidence-based marketing regarding one of the hot problems of public healthcare – а situational analysis the shortage of drugs, bringing out the user profile of the shortage, for which the author has carried out his own research. A variety of marketing methods are explored and analysed, the proprietary research is supplemented by aggregated data on shortages from the perspective of regulators, wholesalers and retailers.
