Summary/Abstract: The collection contains reports presented at the scientific forum "The Publishing Business as Part of the Creative Industries" financed with a subsidy for research of University of National and World Economy (UNWE) № NID NF-22/2024. The forum was held on March 13, 2024 in the Conference Hall of the Institute of Intellectual Property and Technology Transfer "prof. dr. Borislav Borisov", UNWE, Sofia, Bulgaria. - Summary/Abstract:The present paper is analyzing the Republic of Bulgaria applicable to stimulating patronage legislation, as well as the economic effect over the creative industries by its application in the economy processes. The paper includes analysis of similar applicable legislations in 7 different countries, as far as such legislations exists, and additional analysis of countries policies for stimulating patronage. Countries key performance indicators are analyzed, but in limitation for those which are relevant to the success of the creative industries. The author has given recommendations for improving the Bulgarian state policy towards stimulating patronage.

- Summary/Abstract:Publishing is a creative industry that contributes significantly to the GDP and employment of most countries around the world. In spite of its economic, social and cultural importance, this industry still lacks authoritative systematic information to allow an adequate assessment of its place and role. There are various sources of data and statistics that form a partial picture of the economic performance of the publishing industry. This paper reviews the key data sources and analyses some of the methodological relating to the use of this information in a coherent way. Significant national and international efforts are needed to improve the data sourcing of the publishing industry. This industry can defend its role and interests much better with appropriate information and analysis. This paper analyses the challenges in this area from a global perspective.

- Summary/Abstract:The publishing business in Bulgaria is of great importance for the cultural and educational development of the country, but it is also a significant sector of the national economy with considerable social impact. In recent years, it has faced serious challenges and is undergoing a period of transformation driven by the rapid introduction of new technologies and accelerated digital transformation. The digital transformation in the publishing business in Bulgaria is gradually progressing, but the pace of development varies among different publishers. Assessing the extent of its development for the sector as a whole is complicated due to the lack of sufficient statistical data. At the same time, this assessment is necessary not only to compare the development of this business in our country with that in other countries but, most importantly, to identify its weaknesses and the challenges it faces. It is also useful for outlining government policies regarding the publishing sector. In this regard, the aim of this publication is to assess the level of digital transformation achieved in the publishing business in Bulgaria and to draw conclusions about its achievements and weaknesses. These conclusions will be useful for determining the directions for accelerating this process.

Questions about intellectual property in the publishing business, both in its theoretical, legal and technological dimensions, as well as in the purely practical applications that confront us with the multi-layered variability of everyday life, are posed with increasing urgency and sharpness. It is important to emphasize that intellectual property rights in the publishing business are a fundamental mechanism for protecting the creative efforts of authors, translators, art designers, illustrators, etc. from the fields of literature, science and the arts and at the same time provide an opportunity for economic stability for publishers and the publishing business. In this context, the management and protection of intellectual property rights plays a key role in the success of the publishing business.

- Summary/Abstract:The article examines the challenges in overcoming a specific deficit of the Bulgarian Copyright and Neighbouring Rights Act (CNRA), preventing the collection and distribution of compensation fees for authors and publishers of any printed works, in respect of reproductions on paper or any similar medium for non-commercial purposes, under the terms of Art. 25, para. 1, item 1 CNRA. Given the free nature of the use for personal purposes under the statutory rules, it is accepted that the compensatory remuneration should be collected indirectly when it is included in the price of goods or services related to such use. In this context, account should be taken of the fairness of the mechanisms for collecting compensation remuneration and their relationship to the intrinsic nature of the use. Taking into account the nature of compensation remuneration and on the basis of available market data on the nature of the actual use, the article points to ways of finding fair compensation mechanisms and the place of authors and publishers as beneficiaries of such compensation.

The primary goal of the regulation is to provide a modern, integrated European approach to addressing illegal content, disinformation, or other risks to society in the online space. This publication aims to examine the requirements regarding the independence of national coordinators for digital services in the context of their powers outlined in the Digital Services Act and to make proposals regarding upcoming changes in national legislation.

- Summary/Abstract:The subject of the publication is intellectual property in periodical printing as a segment of the publishing business. Book publishing is often presented as the entire publishing activity. The sector of periodicals is omitted, which forms a huge share of the publishing output and the most circulated one, covering the largest number of authors. The focus of the research is copyright protection in the publishing of newspapers and magazines in Bulgaria and the EU. Media diversity and freedom of speech are core values in the Charter of Rights of the European Union. Publishers of periodicals in the EU are facing new realities - copyrights are violated by Internet giants, platforms, news aggregators, etc., which also applies to the Bulgarian media. The long-term operation and prosperity of the diverse and economically successful magazine and newspaper publishing industry depends on ensuring effective protection of intellectual property. It is important to respect the publisher's right to create an enabling environment for newspapers and magazines, their websites and apps, especially for journalists, photographers, designers, etc., to continue working with high professional standards to provide news, audience analytics and copyright information.
