Summary/Abstract: The present volume consists of two parts. The contributions in the first part offer first of all a theoretical analysis and outline some perspectives for the functional macro-regions in the eu, while in the second part the papers are basically case studies in the sub-national regions concerned. This combination of the top-down and bottom-up approaches gives the specificity of this edited volume and it provides a big advantage, since the danube strategy – the danube Region strategy, with a usual abbreviation, dRs – can only be approached at the same time from “above” in the framework of the eu2020 general strategy and from “below” through the efforts of its constituent parts, i.e. the countries, sub-national regions and localities, including the capital cities.

- Summary/Abstract:The “cohesion challenge” has been present from the very beginning in “the diverse Europe”. The historical evolution of regional policy indicates that it has finally widened into a comprehensive cohesion policy within the EU. Thus, there has been a long history in the EU vocabulary from “regional” policy to “cohesion” policy in both practicalstructural and conceptual-theoretical dimensions. But the main function of the regional/ cohesion policy has always been to “reduce socio-economic disparities and promote real convergence in the European Union by investing in structural change”. By now cohesion policy has turned to be the key policy field in the EU27 and regional policy has been treated as its special application. All in all, regional/ cohesion policy is meant for merging the competitiveness and cohesion together in a common public policy with a territorial perspective or territorial development strategy. The cohesion challenge has also appeared from the very beginning in the special form of “territorial challenge”. Territorial challenge means that the particular (idiosyncratic) development of all territorial units has to be optimalized within the EU general development according to their different territorial potentials. This process can be described as turning the special territorial capital into an increased social capital.

- Summary/Abstract:The term “macro-region” has long been known and used in economics, political geography, and spatial planning, despite the fact that it lacks a universally accepted standard definiton. as a result, it may be employed as an umbrella term in several other contexts in addition to the ones already mentioned. at the same time, it has come to play a key role in debates and future scenarios connected to the territorial agenda of the eu in general, and the formation of the post 2013 cohesion policy framework in particular as a first step towards the creation of macro-regions, in 2009 the european council accepted the european union strategy for the Baltic sea Region as a blueprint, and on this basis, the european union strategy for the danube Region (eusdR) in 2011. The period between the development of these two strategic documents saw the launching of several new macro-region initiatives (mediterranean, north sea-english channel, adriatic-ionian) supported and coordinated by the european council and the committee of the Regions. The point of departure in creating a common descriptive framework was former commissioner in charge of regional policy pawel samecki’s discussion paper, and the noRdRegio advisory group’s working paper. as defined in these documents, the “new” macro-regions - clearly distinguishable from the “old” ones and fitted into eu cohesion policy - are contiguous, integrated, and functional units made up of regions belonging to different countries, with common challenges and a strong capacity to represent their own interests.

- Summary/Abstract:Even critiques of the grand projet européen admit that the eu has been the most active supplier of new modes of socio-economic governance. in search of responding to problems of socio-economic disparities while facing challenges of vertically overlapping authorities as well as a multitude of horizontal stakeholder interests, the eu has developed a series of innovative decision-making arrangements in a multi-level system. These encourage flexible policy-making procedures, learning and exchange and rely on less hierarchical and less formal steering of policy-making that distribute authority among a variety of actors more or less evenly. As a “home-turf” of multi-level governance cohesion policy has since its conception produced some of the most innovative governance modes to empower lower level state and non-state actors to the extent that they can participate in planning, implementing and monitoring sub-national development policies.

- Summary/Abstract:The european grouping of territorial cooperation (EGTC), established by the community Regulation 1082/2006/ec, is the first comprehensive, intentionally uniform legal platform for territorial cooperation in the european union. during the last years a couple of deep analyses were born about this legal institution, mainly with descriptive, but fortunately sometime with analytical and critical character. This is not really an academic, but rather a more policy oriented paper and would like to analyse and present the community and hungarian experiences gathered with the implementation of EGTC Regulation during the past years. it would like to identify the most important biases, which caused that this form of cooperation could not be as successful as many european and regional actors hoped for. it confronts these experiences with the main points of the EGTC supervision process, led by the european commission in 2011 and with the previous modification of the hungarian and Bulgarian national provisions. The paper formulates three hypotheses concerning the biases undermining mostly the success of this community legal tool. Firstly, that the existing incompatibilities among the national implementation provisions and the diverse implementation of the regulation by the competent national authorities create non-neglectable obstacles for the EGTC’s establishment and functioning. secondly, that albeit the EGTC could be used as a multi-level governance (mlg) platform for managing cross-border cooperation or other policy programs, this possibility is in most of the cases practically not utilised. and thirdly, the amendments of national provisions often target the creation of state authorities’ stronger control on EGTC activities, and not the supporting of a more effective functioning.

- Summary/Abstract:Europe seems to be in a deep and lasting financial and economic crisis. although the european commission (EC) calls for solidarity and loyalty, nationalistic and euro sceptical views are gaining strength in all parts of the continent. to bring the european idea back to the people and to exploit synergies on all relevant levels, the ec introduced a new form of governance: the bottom-up approach. The bottom-up approach is the core governance model of the european union strategy for the danube Region (EUSDR) which was passed by the council of europe on June 24th 2011. This model attaches importance to the involvement of the regional stakeholders and non-governmental actors in policy making actions. Through a public consultation process the eu tried to give all stakeholders along the river the chance to be involved in the making of the strategy. more than 100 institutions, unions, and associations took the opportunity to raise their voice in this process. also individual persons were invited to state their opinion and to bring ideas forward. This background gave the floor to the establishment of the Young Citizens Danube Network (YCDN) which will be in the focus of attention of this paper.
