- Summary/Abstract:The National Seismic Network of the National Institute for Research and Development in Construction, Urban Planning and Sustainable Territorial Development "URBAN-INCERC" currently represents a local competence pillar, based on complementarity and interdisciplinarity. The strong motion network of URBAN-INCERC is officially included among the infrastructures related to seismic risk reduction. Its functions extend also to support in emergency situations and to the monitoring of the territory of Romania for seismic and vibratory actions, hazardous for constructions and infrastructure. The network includes borehole stations, three of those being located in the premises of URBAN-INCERC, in Bucharest. There are also a number of instruments located in high-rise buildings, installed following the recommendation concerning the instrumentation of this type of buildings, introduced by the 2013 edition of the Romanian seismic code, P100-1/2013 (MDRAP, 2013). For the near future, the National Seismic Network of URBAN-INCERC has developed a plan for real-time transmission of the recorded seismic data, based on a protocol with the Romanian Special Telecommunication Service, protocol that will be signed in the second semester of 2015.

- Summary/Abstract:At present sustainable development is a more or less abstract term, an umbrella metaphor to describe different themes and variations. Contemporary architecture has shown two divergent trends. Firstly, a poetic, nostalgic return towards the traditional, the vernacular and the basic principles of dwelling. Secondly, an increase in technological display, in all its forms. Adobe and recyclable materials coexist with installation – like buildings that make use of all the new technical devices, under strict computer-assisted control. In between, a vast array of intermediary solutions could be the answer to the architecturallychallenging, energy-efficient building. The traditional city and the vernacular are the quintessential link between architecture and climate. They stand for energy efficiency and are associated with passive strategies of design, since they are the most basic and effective response to climate conditions and have withstood the test of time. These principles have been transferred to contemporary architecture and basic archetypes have been consistently interpreted to gain different meanings, some of them still making use of these passive strategies and adding new ones, both in terms of models for sustainable urban forms and individual buildings. As opposed to passive strategies, research in the field of active strategies, using non – renewable energy, have developed ways to counterbalance the limitations of passive design. These limitations, although acknowledged, should only be compensated when no other means exist. Otherwise, the risk is to rely on an active, more energy consuming way of building when more sustainable planning decisions could be made at the early stages of design, thus preventing unnecessary costs and depletion of resources.

- Summary/Abstract:Providing of social housing is a real problem for millions of families in the European Union and in the world, most intense being felt in the states most affected by the current economic crisis. Providing social housing in Austria had substantial reforms in 2009, when the state has withdrawn the financing and the formerly budget dedicated to promoting housing has been integrated into the general budget of the federal provinces. The social housing stock represents around 24% of the housing stock of the country, of which 60% is owned by municipalities and public companies. Despite the economic crisis Austria has maintained extensive subsidies and it has granted allowances for housing, mainly for rent regulated and non-market housing.

- Summary/Abstract:The presented projects within the paper represent advanced approaches in the multihazard assessment field, highlighting the interaction of built environment components with the current seismic, climate and antropic conditions. In principle, all projects aim to identify/develop and to implement the best practices and methodologies in accordance with EU policies, be it about the built environment and its components, or about the nature of the hazards from Romania, or on the impact on the environment and on population. Also, a common objective refers to facilitate the interaction between academia and research with students, teachers and public authorities. Each component of the built environment represent a topic of a research project. Although soil, buildings, population are studied sometimes separately, there is an obvious need of correlation between the sustainability criteria, since some feasibility and environment conditions may act contradictory. For an active assimilation by the professional community of the Romanian seismic code P100-1/2013, harmonized with the European standards for seismic design of buildings, the SEISMOCODE platform is the subject of an ongoing project. Bridging the gap between seismology and earthquake engineering, considering the seismicity of Romania, as a main path towards a refined implementation of seismic action in earthquake resistant design of buildings, according to the European Standard - Eurocode 8 - EN1998-1 i s t he s ubject o f B IGSEES p roject. Monitoring and evaluation of natural hazards preparedness in schools represent the theme of the project E-PRES, which is funded by the European Commission. Within the ROEDUSEIS project, some educational materials (textbooks, maps, theoretical descriptions, activities, posters, information sheets), adapted on the preuniversitary levels, are developed, an educational seismic network in schools is installed and an elearning platform is developed etc. The study of a urban protected area, exposed to multiple hazards, is done in the URBASRISK project.

- Summary/Abstract:Rewriting the definitions and the importance of sustainability presents an interesting evolution in architectural field, starting with vernacular examples, noting the buildings that written the history of the consecrated sustainability, but also directions barely visible in present that appear to represent innovative saving solutions for the changing manifest or possible climatic future. The discovery of few principle methods for architecture would be a first point to consider when evaluating the built environment. The important points to achieve in evaluations and design (inclusively imaginary) may refer to: physical, energy, material and financial efforts to build, maintain and use architecture, life time of the building, esthetic value of sustainability and its costs, relation with natural, urban, climatic environment – momentary but also in change, policies and relation with energetic infrastructure – local and regional, and not least of synthetic education based on the reflex of enduring architecture sustainable valences, recoverable in energetic balance and climate (interior and exterior) of the building as a measure of architectural conscience and responsibility.

- Summary/Abstract:The use of local natural materials in order to reduce the environmental negative impact of buildings has become common practice in recent years; such buildings are to be found in all regions of the planet. The high level of thermal protection provided by the envelope elements made from natural materials such as straw bale insulation, hemp insulation or sheep wool, and their lack of thermal massiveness require a more complex analysis on their ability to keep interior comfort without accentuated variations. This paper proposes a comparative analysis of a residential building located near a Romanian city, Cluj-Napoca. The elements of the building envelope are designed in three alternative solutions, using as substitute to classical solutions (concrete and polystyrene, masonry and polystyrene), straw bales and rammed earth for enclosing elements. For this purpose there are conducted numerical simulations of heat and mass transfer, using a mathematical model that allows the analysis of indoor comfort, by comparing both objective factors (air temperature, operative temperature and relative humidity) and subjective factors, which are needed to define interior thermal comfort indices P PD a nd P MV. Finally, aset of conclusions are presented and future research directions are drawn.
