Summary/Abstract: Regional (Kraj) elections in 2012, unlike the elections to the Chamber of Deputies in 2010 or 2013, certainly did not indicate a reversal in Czech politics. On the other hand, 2012’s elections were hardly boring, uninteresting affairs, where everything ran according to plan. Seen from the perspective of second-order elections theory, we had an opportunity to confirm that voters punished parties in the national government and rewarded the opposition, depending on the issues that dominated – whether it was for inappropriate reasons, such as salient, but national-level topics, or for appropriate, but boring, regional reasons. These and the entire gamut of other topics may be understood by arange of reasons. Superficially, through blanket “impressionism“, by way of individual independent case studies, or by pursuing a complex and deeper understanding of causes and effects. Using the format of this monograph focused on a single election (though necessarily with comparisons to previous ones) allows the topic to be investigated with the latter method. This is exactly what the authors of this book have attempted. The structure of the book corresponds to the logic of the electoral process, combining descriptive as well as interpretive and analytical methods.

- Summary/Abstract:After a brief introductory chapter, in the following chapter, Michal Pink, Monika Dvořáková, and Andrea Smolková analyze the candidate lists and the vocational structure of regional politics. Based on their research on candidate lists, and above all on those actually elected as regional representatives, they note that “It’s a Man’s World,” especially local and regional politicians who are not new to regional politics. When taking a second look at the group of representatives that are actually elected as opposed to those merely on party lists, the authors determine that those elected are slightly older, with representatives of KSČM being the oldest on average.

- Summary/Abstract:In the third chapter, Vít Šimral focuses on the regional elections in the context of party financing. His research details some rather interesting findings, including that the while party spectrum called for reforms in the system of party financing in the Czech Republic. Large as well assmall parties are faced with high costs of campaigns: parties elected to the Chamber of Deputies spent 5.85 billion Kč and took in 6.3 billion Kč inthe years between 2008 and 2012. As such, the majority of parties failed to create any financial reserves. They often conducted their activities with high rates of interest and overdrawn accounts, without which they would be unable to keep up with their opponents in the campaign.

- Summary/Abstract:Vlastimil Havlík and Michal Nový research the results of the elections according to electoral districts (i.e. regions) and political parties in the fifth chapter. They discuss that, much like four years before, the Social Democrats won the elections; however, they also point out that along withthe Civic Democrats, ČSSD lost a significant amount of electoral supportat the regional level between 2008 and 2012. On the other hand, the Communists became the second strongest party, increasing their support in all thirteen regions. As a result, the political landscape of the Czech Republic was altered. In the Carlsbad and Ústí nad Labem Regions, the KSČM even claimed the top spot. At the same time, in the Pilsen Region, ODS was successful by virtue of putting Jiří Pospíšil, the former Minister of Justice, at the top of the ticket.

- Summary/Abstract:Petr Voda and Michal Pink devote the sixth chapter to a look at the electoral geography of the regional elections, not only limiting their investigations to a general description of party strongholds, but also the socio-geographic conditions that have an effect on where parties are strong and why. An initial look at electoral support indicates that support for all parties is relatively stable with respect to the fact that party resultsin elections for the Chamber of Deputies coincide with results for party results in the regional elections. However, this is only in terms of the relative distribution of support, because the amount of support varies to a considerable extent. With the exception of KSČM and somewhat with the Social Democrats, parliamentary parties lost support compared to the previous election (to the Chamber of Deputies).

- Summary/Abstract:In Chapter 7, Petr Voda analyzes preferential voting, in particular the effect of a candidate in the 2010 regional elections, seeking an answer to the question of where the support for individual candidate comes from. Voters utilized the preferential vote relatively often in the regional elections ,with a minimum of a quarter of voters taking this step; this was even higher for voters in the Zlín Region as well as for voters of KDU-ČSL and the most diverse coalition groupings. In contrast, KSČM voters and voters in the largest regions used this tactic the least.

- Summary/Abstract:Chapter 8, by Kamil Gregor and Petr Gongala, focuses on voting shifts between the elections to the Chamber of Deputies in 2010 and the regional elections in 2012. Their basic findings confirm that shifts between consecutive elections demonstrate voter behavior that partially conforms to the concept of second-order elections. Parties in government only retained a small number of their voters from 2010; on the one hand, they saw their voters move toward other groupings, and on the other hand, asignificant portion of their base stayed home. The segment of voters that parties retained primarily grew as their oppositional posture grew more extreme.

- Summary/Abstract:Lenka Hrbková dedicates Chapter 9 to a look at executive coalitions associated with earlier established theoretical and methodological frameworks of analysis of coalitions in the political system of the Czech Republic. The goal was to examine the formation of individual coalitionsin the regions, followed by classifying them according to a typology using two criteria in combination: the number of coalition partners and their ideological proximity. This approach builds on previous research on coalitions after the 2008 elections, and on that basis attempts to corroborate the theory that shifts have begun to occur toward more ideologically similar coalitions and at the same time toward more frequent formations of minimum winning coalitions.
