Summary/Abstract: One of the features of contemporary tourism is a growing role of urban destinations. Increased concentration of tourism in the city supports development of the city's tourism function as it relies on the level and intensity of tourist traffic. The level of tourism development changes over time and it needs to be measured. This work suggests methods of measuring the extent and rate of tourism development, and proposes ways of assessment whether the city's tourism function develops in the right direction and how it is supported by city authorities. It also looks at the important role of local residents in city tourism. The work is equally theoretical, methodological and practical. It is based on the case study of the city of Poznań, but measurement techniques and the investigation outcomes presented in this publication will likely have general applicability.

- Summary/Abstract:Delineation of a tourism area’s development path leads to a better understanding of processes and phenomena affecting the destination’s present state, and facilitates adoption of suitable strategies and tactical instruments. In this study authors attempt to identify and analyse subsequent development phases of the tourist function of the city of Poznań basing the analysis on Butler’s TALC concept. An additional objective is to identify factors which had the strongest impact on the shaping of subsequent development stages in the analysed period.

- Summary/Abstract:The aim of this study is to present a method of determining the stage of tourist development of urban destinations and to test this method on the city of Poznań, one of the biggest urban centres in Poland. The time frame of the study is restricted to the period 1997–2009 as statistical data referring to this interval have a relatively uniform format and thus are comparable from year to year (with certain limitations alluded to in the text). A thirteen-year period is not sufficiently long to trace the life cycle of a city’s tourist function, but it enables the measurement of the level and rate of growth (on annual basis) of tourism, and allows comparisons among different urban destinations.

- Summary/Abstract:In this study we propose an appraisal method that could be used to evaluate city managers’ impact on tourism development, and help with an early diagnosis of mistakes. To achieve our goal we shall first formulate the following assumption: the instruments used by city authorities to influence tourism development depend on the city’s tourist function intensity. Local governments manage areas which are diverse in terms of the level and dynamics of tourism development, and this has an impact on the shape of local tourism policies. Local governments’ actions aimed at the stimulation of local tourism economy should be undertaken in different scope and at different level of intensity depending on the state of local tourism development, according to the needs and objectives set for the local area. Local governments influence tourism development both on the demand side (attracting the client by the city’s image and “consumer” offers), and the supply side (attracting investors and stimulating the business community). These assumptions lead us to the formulation of the following research questions: 1. How can we determine a city’s tourist function intensity and thus the phase of its life cycle as a tourism destination? Having answered this question we can formulate another one, namely. 2. How can we assess the impact of local authorities on tourism development in a large urban destination? In other words, to what extent local authorities use the available instruments to achieve desired tourism outcomes? We believe we can appraise actions of local governments and diagnose their impact on tourism development by designing a comprehensive survey questionnaire, conducting a survey and analysing the survey results.

- Summary/Abstract:Competition at regional and local levels calls for solutions that will ensure a better success in meeting development goals of territorial units. Among major goals is the welfare of local communities. A category describing the sense of well-being of a group of citizens (e.g. inhabitants of a municipality, city, or region) is the quality of life which depends to some extent on the outcomes of economic activities in the area. Among many economic functions of a city is tourism. The relationship between quality of life and tourism development, however, is not straightforward as it depends on the complex city product and the role of local residents in its creation.
