Summary/Abstract: The digital connectivity is one of the strategic aims laid down in the National Plan for Recovery and Resilience of the Republic of Bulgaria. This component of the Plan underwent significant changes between its penultimate and final versions. The role of the telecommunications sector in the implementation of the component may prove to be key in terms of building the necessary infrastructure and overcoming territorial imbalances in broadband access. In this sense, it is important to trace what will be the motivation of the private sector to invest in the component. The present study aims to compare the proposed reforms and investments in the "digital connectivity" part in the last two versions of the Plan and to answer the question in which of them the role of mobile operators in Bulgaria would be greater.
