Summary/Abstract: The Russian Federation, after decline of the Soviet Union in 1991, has changed in many political, economic, socio-cultural and environmental aspects. These changes are visible in morpho-genetic structure of Russian cities. This paper presents a comparison study of two cities located in the European part of the Russian Federation – Perm and Samara. Both cities have many common aspects of historical development. The comparison study describes a sectoral model on demonstration of the development of residential, industrial and leisure time functions. The main objective is to prove joint development of both cities, the biggest flourishing which was the era of the Soviet Union.
