Summary/Abstract: Development potential and differences in performance of the territory (country, region, local unit) in the context of cohesion and competitiveness is an issue that is frequently discussed in the European Union, but there is no uniform theoretical approach and consensus on their assessment. The aim of the paper is to analyse the existing approaches to development potential, specialization and performance of the European territory and to identify the factors, indicators and methods used to development potential evaluation. Based on the literature review, the territorial development and its potential is mostly examined at the level of regions (NUTS 3) or rural areas. In most of studies is concluded that the regional development should be view from different perspectives taking into consideration not only economic conditions but also social or environmental. Potential of regional development is determined by exogenous and endogenous factors and it is also necessary to use quantitative and qualitative indicators to its evaluation. However, no analysed theoretical and methodological approach to development potential of European territory can be considered universal which makes it impossible to implement common development strategies for all regions.
