- Summary/Abstract:The aim of this paper is to present a model interregional comparison of risk of poverty and material deprivation and results of the analysis of the Czech regions carried out with its use. The model includes four parameters: the robustness of material deprivation, proximity to the border of income poverty, poor literacy, and long-term unemployment. The model is designed as a relative and hierarchical. The model combines an aggregate look at the issue with a deeper analysis of the causes of the regional situation. The results indicate the position of the regions to the state of the whole society and attend to trends. The results at the two lower levels of the hierarchical model, which are useful in the implementation of regional policy instruments, are presented partially.

- Summary/Abstract:Development potential and differences in performance of the territory (country, region, local unit) in the context of cohesion and competitiveness is an issue that is frequently discussed in the European Union, but there is no uniform theoretical approach and consensus on their assessment. The aim of the paper is to analyse the existing approaches to development potential, specialization and performance of the European territory and to identify the factors, indicators and methods used to development potential evaluation. Based on the literature review, the territorial development and its potential is mostly examined at the level of regions (NUTS 3) or rural areas. In most of studies is concluded that the regional development should be view from different perspectives taking into consideration not only economic conditions but also social or environmental. Potential of regional development is determined by exogenous and endogenous factors and it is also necessary to use quantitative and qualitative indicators to its evaluation. However, no analysed theoretical and methodological approach to development potential of European territory can be considered universal which makes it impossible to implement common development strategies for all regions.

- Summary/Abstract:The aim of this paper was from updated data to assess the evolution of indicators of financial autonomy of local govermnets in NUTS 3 regions in the broad and in the narrow sense; to measure regional disparities in indicator of financial autonomy in narrow sence and GDP per capita; after that, to investigate the existence of the relation between the financial autonomy of municipalities and the GDP per capita of NUTS 3 regions in Slovakia in the time periods 2005-2008, 2009-2011, and 2012-2014, e. g. before, during and after the outbreak of the economic crisis. Main methods were comparison, regression models and coefficient of variation. Between financial autonomy and GDP per capita there is a strong direct linear relationship which was strengthened during period 2012-2014.

- Summary/Abstract:Measurement of territorial progress with regards to achieving the developmental potential plays a crucial role in improving the prosperity and quality of life in any territories. This process has proved difficult as contemporary views on measurement of territorial development are multidimensional concepts. Several methods of evaluating the level of development exist, most of methods have their own limitations, especially in selection of relevant indicators and weighting scheme. Despite the limitations, several approaches in the form of composite indices has been proposed by the European Union (EU) and subsequent institutions for the EU evaluation in the field of cohesion, competitiveness, entrepreneurship, inclusive society, innovation, regional development and potential, resilience, social progress, etc. The aim of the paper is to review the relevant approaches to evaluation of territorial development (especially the EU case) based on composite indices and give an overview of notion and main empirical results. Meta-analyses is based on comprehensive analysis of scientific literature and research studies of constructing the territorial composite indices. Results of meta-analysis will be utilised as a tool for future analysis in measuring regional efforts and progress as well as to compare territories regarding the level of regional development potential based on construction of own index.

- Summary/Abstract:Identification of regional disparities at the level of municipalities is quite complicated, in particular reason to the substantial number of analysed subjects. Standard methods reduce the number of analyzed entities according to pre-selected parameters (cluster analysis, approximation methods, JENKS optimization, etc.), which simplifies objective reality. At the OPF in Karviná, we work with generally applicable methods they allow processing of large-scale regional data. As appropriate appears to be the method of using precedences and the incidences in the system, reduced into a binary matrix, to identify increases and decreases of the values of the analysed factors in the region. On this principle, are consequently in the region identified by the local extrema of the values of the factors and determine their significance relative to the surrounding area. The presented research analyzes 2383 Moravian municipalities, for local extremes were reduced to 1,679 villages. Created virtual infrastructure using ortodrom and reduced deviatilites.

- Summary/Abstract:Despite the long-term functioning of the economic and social cohesion, there are still significant regional disparities which remain within the area of the European Union. The aim of this article is to evaluate development and main features of the regional differentiation of the economic level. Emphasis is put on assessing the impact of the financial and economic crisis and the changing conditions of development in an environment of the EU enlargement. Methodology is based on empirical statistical data analysis. Eurostat database was used as the main data source. NUTS 2 level units are examined. The indicator of the variation coefficient was used for statistical quantification of the regional disparities, which is calculated by dividing the standard deviation of all regions to the national average per capita GDP. The theoretical study is an overview of the concepts of the regional development and growth.

- Summary/Abstract:Economies have always been prone to different kinds of shocks such as economic downturns, industry shocks, currency crises, which can destabilize the path and pattern of regional economic growth. Regional economy perturbed by a shock may move onto a new growth path by re-establishing economic linkages both internally and with other regions. The question why one region is more vulnerable to economic shock than other, impelled to analyse resilience notion in regional development context. The notion of resilience has recently risen to prominence in several disciplines, and has also entered policy discourse. Aim of this study is to throw light on some of the underlying aspects of regional resilience and give an overview of notion, main empirical results and planning tasks concerning regional resilience as well as outlining some of the criticisms. Based on systematic and comparative analysis of scientific literature comprehensive analysis of regional resilience is performed; regional resilience process is developed, structural dimensions of regional resilience is identified; regional resilience capacity building factors are presented. The main results of the study is overview and comparison of regional resilience literature and empirics that lead to highlight some of the shortcomings of the research topic.

- Summary/Abstract:The aim of this paper is to evaluate the impacts of the 2007-2013 programming period of EU regional policy on development of economic environment in micro-regions of the Czech Republic. The analysis is based on statistical methods - non-parametric correlation analysis and Ward's method of hierarchical cluster analysis. It examines the relationships between the resources allocated by EU regional policy and changes of the economic environment indicators - unemployment and number of business units, in terms of all micro-regions, as well as subgroups. The results have shown variegated impacts of EU regional policy on development of economic environment in the Czech micro-regions. On the one hand, the general conclusion is that public funds do not crowd-out private resources but complement them, which is positive. On the other hand, any unambiguously positive effects of EU regional policy on development indicators of the economic environment have not been proved.

- Summary/Abstract:The main aim of the submission presented is to answer the question whether the financial tools of the EU regional politics contribute to the existing regional differences decrease in Slovakia. With respect to the fact that the regional politics expenses represent approximately one third of total budget expenses of the EU, we consider the examination and measuring of the invested resources effect extremely important. Submission itself analyses the four data groups: economic, social, environmental and institutional, since it takes into account the aspect of sustainable development on the autonomous regions level in the Slovak republic (NUTS III regions). In pursuing the objective we used various scientific methods of investigation, specifically analysis and synthesis of information obtained, regression analysis and inter-regional comparison. Results point to the fact that the EU funds resources contribute to reduction of the regional disparities from the examined resources aspects and indicators in the Slovak republic only minimally and only in certain areas of the economy and society.

- Summary/Abstract:Regional policy focuses on the less developed regions as part of accelerating traditional regional development, and we have seen some positive and negative impacts resulting from the implemented projects in the South Bohemia region. This article aims to explore the implemented projects funded by European regional financial resources and their impacts in the selected three municipalities of the South Bohemia region. The proposed factor analysis uses a standardized questionnaire related to impacts on local development caused by finalized projects in the period of 2013-2016, taken by the residents. Results contain information about satisfactory local development with the interregional impact and the attitudes of local residents observed in September 2016. The significant role of tourism and local business is evident in three attractive destinations of the South Bohemia region, which is also evident in the interregional context of a sustainable rural development according the benefits from the results of the implemented projects. This article reveals findings in the border areas of the Jindřichův Hradec district and these findings introduce an adjacent local model (after “the Iron Curtain” ideology national policy) as a model of regional success on the Czech-Austrian frontier.

- Summary/Abstract:Slovakia lags far behind the developed EU countries in environmental infrastructure facilities and municipal waste management. Cohesion policy 2007-2013 represented an important tool for improving the quality and completion of environmental infrastructure in the regions of Slovakia. The paper pointed out the regional disparities by selected components of environmental infrastructure, waste production and management, and evaluated the contribution of cohesion policy 2007-2013 to their mitigation on the example of Slovakia and its regions. The standard method - Gini coefficient was used to determine regional disparities followed by comparative methods for the development of selected indicators in 2007 and 2015 and the contribution of EU cohesion policy 2007-2013. The development of environmental infrastructure has been supported from the Operational Program Environment, priority axes 1 and 4, in the total financing 831.5 million Eur. Efficient use of EU funds have contributed to the increase the share of the population connected to the water and sewage network, separation and recovery of municipal waste, remediation of environmental burdens and recultivation of landfill sites. In the reporting period, the regional disparities have mitigated according to the analyzed indicators in all regions of Slovakia.

- Summary/Abstract:The paper deals with the present topic, which are new approaches of regional policy in the programming period 2014-2020. Unsystematic and non-integrated support in the programming period 2007-2013 was replaced by integrated tools and new teritorial specific approach, so called spatial dimension, which is used to coordinate interventions at national and regional level in the current period. An essential element in the coordination system of the territorial dimension is a newly established platform called Standing conference. Within it were formed National standing conference (NSC) and thirteen Regional standing conferences (RSC). RSC, which were established as a voluntary regional groupings of local partners, can be regarded as relatively effective institutional tool of regional policy in Czechia. Partnership allows the main regional actors to cooperate on development of a region, taking advantage of the synergy effects and contribute to more effective drawing of funds from European and national sources. RSC‘s weaknesses were identified in the lack of cooperation of RSC with the Ministry of Regional Development and NSC including the managing authorities and their inability to respond to the initiatives and needs of regions. This article is based on author’s experience acquired from the Secretariat of the RSC of Hradec Králové Region.

- Summary/Abstract:The paper evaluates the impact of primary jobs created in foreign direct investments localized in the Liberec region of the Czech Republic. The research sample includes 25 foreign direct investments that received investment incentive in the analyzed period 2002- 2014.With a choice of such a sample conclusions about the benefits from investment incentives can be drew. Based on comparative analysis of information from the annual reports of companies and Czech Statistical Office data and Czech Invest, the direct effect of jobs´ creation in foreign direct investment on unemployment in the region is quantified. The contribution of these investments to solution of the unemployment problem is illustrated in a hypothetical rate of unemployment. It displays the situation of the regional labour market in case of an absence of these investments. The comparative analysis of foreign direct investment´s data from the time period 2002-2014 shows reduction of the regional unemployment rate by about 3% annually on average. This quantified impact is caused by creation of 4.500 job positions on average.

- Summary/Abstract:The research aim of the article was to identify regional differences in inflows of foreign direct investment with other indicators. Applied method was the comparison of FDI, along with selected socio-economic indicators of districts in the Czech Republic and monitoring of their correlation dependence. From the perspective of the regional level, foreign direct investments are concentrated unevenly, metropolitan regions strongly dominate over other regions. Foreign direct investments are concentrated in regions with higher economic level or more urbanized. These trends are reflected in the long term and support the growth of regional differences between metropolitan areas and other parts of the country, particularly in relation to the rural areas and peripheral territory.

- Summary/Abstract:The aim of the paper is to identify current trends in foreign direct investments and factors that affect the investment attractiveness of states and their regions. The identification of the current trends is based on analysis of the realization of foreign direct investment and related investment incentives which were done within the project Limits of investments in the Czech Republic. Several different research methods based on "desk reseach" were used during the research (the most important comparative method). Working with primary data focused on 43 states. The most important topic of the assessment of the role of foreign direct investments is their impact on technological development (technology transfer support). The impact of foreign direct investment on the export potential of the host economy is also positively perceived. Although the FDIs are seen as positive in terms of host economy development, critical views can be also found. The policy of investment support is under the critical view. The effects are the disadvantages domestic firms or abuse of the economic power of a multinational corporation as well as limited decision-making skills of management in the host economy or less sophistication of activities in host economies are criticized.

- Summary/Abstract:Globalization of the world economy and the entrance of the information society have a significant impact on the development of business activities of individual firms and also for the development of individual regions. Firms use new ways of providing services, organizing trade, communication with customers and suppliers. Firms are constantly looking for opportunities to increase work efficiency and standardizing processes. Firms are increasingly using of shared service centers. The aim of the article is to analyze based on quantitative methods shared services centers as a creator of new jobs in regions of Slovakia, from the perspective of its structure, number and number of employees. Based on the results of the analysis it can be concluded, that the centers of shared services are major employers, to contribute for education and to move the economy of towns. In Slovakia we can also watch new trends in shared service centers, which include the construction of centers of excellence, especially in information technology.

- Summary/Abstract:This article proposes to capture if and how the last world economic crisis, which afflicted the Czech economy in second half of the year 2008, influenced the Czech glass industry. In the years 2007-2014 the development of employment and aggregated values of account value added was compared, of both Czech glass industry and the entire manufacturing industry. The analysis indicated that the economic crisis intervented Czech glass industry a year earlier and with higher intensity than the entire manufacturing industry. The deeper analysis showed the inner differences in economic performance in the fractional groups of companies, divided by the final use of their products.

- Summary/Abstract:One of the determinants of economic performance is the rate of using of manpower, which we can quantify by various indicators. One indicator is the unemployment rate, a new term in the national economy after 1990, as a result of radical changes associated with the transition from a centrally planned economy to a market economy. A period which significantly affected the unemployment rate in Slovakia was the global economic crisis whose full implications are showed in the period 2009-2010 in Slovakia. The aim of the paper is comparison of districts in terms of changes in the registered unemployment rate as a result of changes in the proportion of economically active population and foreign direct investment in the period 2009-2014. This figures created the input for the application of cluster analysis in SAS software. For the clusters was used an average linkage method. The analysis confirmed the existence disparities respectively deepening the disparity between districts in terms of the potential workforce, quantified registered unemployment rate, the share of economically active population and flows of foreign direct investment.

- Summary/Abstract:The paper focuses on the industrial zone in Kvasiny (Hradec Kralove), where one of the most important companies operating in the Czech Republic - Skoda Auto, is located. Although Kvasiny is rather a small village, the industrial zone has become an important source of jobs in the region. Therefore, the aim of the presented paper is to capture the importance and impact of the zone on selected socio-economic characteristics of the territory. Local importance (the municipalities of Kvasiny and Solnice) and also regional importance is evaluated. The territory of regional importance is set with regard to workers commuting to the factory, and is evaluated in two areas - the core and extended area. The development of selected characteristics is monitored in the years 2010-2016. The results have revealed that both the actual scope of the enterprise at the local level and the automotive industry in the region can be considered as elements constituting a pole of development and driving industries. On the other hand, despite the situation of the territory in the labour market is very positive, statistics on housing development and the dynamics of population and its structure do not support such positive trends. It is therefore impossible to speak of the positive image of the region as regards the residential function of the area.

- Summary/Abstract:The paper aims to analyse the presence of foreign direct investments that were granted government support in form of investment incentive. The performed analysis consists of the national cultural distance measurement and the foreign presence calculations an indicator of spillover effects including also the intensity of transfer indicator that collectively depict the situation in the Pardubice region of the Czech Republic with the related effects. The research sample of 22 foreign investors is investigated during the period 2002-2014. The cultural distance is calculated by original and modified Kogut-Singh index based on Hofstede´s data of cultural dimensions. The lowest cultural distance from the Czech Republic as a host investment country was found with Spain and Italy. Contrary, the highest cultural distance was measured with Denmark. Findings of the foreign presence investigation report the ability of the Pardubice region to improve or absorb the benefits from localized companies at a steady pace from 2002 to 2011 and afterwards with decreasing trend for the last two examined years. Low level of the foreign presence suggests low potential for know-how spillover from FDI into domestic firms which is supported by values of the intensity of transfer of 0.4 in average.

- Summary/Abstract:This article aims to evaluate using a set of quantitative indicators of development of SMEs, even in terms of industry structure. The starting point is to define the risks and benefits of supporting small and medium enterprises and analysis rate of use of financial engineering instruments in selected countries. At the same time, the authors try to find recommendations for the Czech Republic for the implementation of financial engineering instruments (FEIs) during the current programming period. There are applied graphics, comparative and trend analysis. It shows that the reality of the Czech Republic is very distant reality of Great Britain, a certain similarity is noticeable with Germany, the development of Poland is inspiring, partly of Austria. Improving indicators of 'ease of doing business' should be for the Czech Republic still in forefront of interest, even in the implementation of FEIs.

- Summary/Abstract:This paper deals with the concentration of active business entities and their regional distribution. The objective of this article is to assess which regions down to the level of districts show the highest share of active entrepreneurs. The term of active entrepreneurship is associated with a statistically noticeable category when an entrepreneur is active in terms of tax administration or in terms of social security. To analyze the concentration of active entrepreneurship, the internal resources of the Czech Statistics Office have been used. These data have not been publicly available so far and so they could contribute significantly to explain the trend of business development in the Czech Republic in the last six years. In further research, the analysis of the concentration of business activity may reveal the causes of identified disparities, which is not the primary objective of this paper. Nevertheless, the article evaluates the existence of the relationship between unemployment in particular districts and the number of active entrepreneurs per 1 000 inhabitants, which could be statistically proved. As the criteria have been analyzed, the paper can enable to compare business activity at an international level and contribute to update the data of global databases, which do not have current data and a unified methodology of reporting in this respect.

- Summary/Abstract:The present scientific paper builds on previous scientific studies analyzing the determinants of productivity and economic efficiency of agricultural entities and extends knowledge about the area of spatial econometrics at NUTS IV level (at district level) for the reporting period. The paper aimed to assess the development of productivity and economic efficiency of agricultural entities in the reporting period based on synthetic evaluation of selected economic indicators using the methods of cluster analysis and thus to create spatial map according to regional differentiation at NUTS IV level. Based on the analyzes we conclude that the natural and climatic conditions have a dominant influence on achievable productivity and economic efficiency of agricultural entities whilst ensuring the sustainability of economic performance of agriculture in individual regions of Slovakia.

- Summary/Abstract:Innovations have become a key factor of the regional competitiveness. Their existence is dependent on the quality of the knowledge creation and diffusion system. This system is represented mainly by universities and research organizations. They are available in regions in different intensity, which is also reflected in the presence of skilled human resources. In the article, selected factors of this subsystem are expressed as an innovation potential of regions. At the same time the economic performance is observed, which is represented by a group of factors too. The study is focused on the Czech regions (NUTS3). Based on the evaluation of innovation potential and economic performance their ranking is compiled. Subsequently, the relationship between the values of the total score of the both ratings is investigated. The Pearson correlation coefficient has been used. It is proven that the innovation potential corresponds closely with the economic performance.

- Summary/Abstract:Research and development (R&D) play a key role in the generation of new knowledge, products and technological processes. Based on theoretical and empirical approach, the present paper aims to evaluate R&D indicators and the research potential of the regions of the Czech Republic. Attention is paid to the comparison of R&D indicators in the period 2011-2015 and to selected R&D indicators by sectors of performance. The highest potential for research and innovation is observed in the capital city of Prague, as opposed to the Karlovy Vary region, with the lowest. The comparison of the R&D by sectors of performance showed a dominant position of the business enterprise sector in the majority of regions. By means of cluster analysis, the regions included in the evaluation of the research and innovation potential were divided into four clusters based on their internal similarity. The results showed the most marked differences across all clusters in the number of patents granted per 100 thousand inhabitants. The least notable differences were then found in R&D expenditures per researcher in the government sector in two clusters, and in three clusters in R&D expenditures per researcher in the higher education sector.

- Summary/Abstract:Research and development is important field of regional economy. Indicators characterizing research and development are also used for evaluation of knowledge and innovation potential. The aim of this article is to help establish a correlation analysis of the interdependence between the growth of spending on research and development and economic growth as measured by gross domestic product in various regions of Slovakia. We examined whether the research and development support in the form of expenditure affected the economic growth of Slovak regions at NUTS III level. Data were obtained from the Statistical Office of the Slovak Republic for the period 2002 to 2015. The results showed regional differences. In some regions, the correlation was high, some low. High correlation proved particularly Bratislava region and Košice region. From the results obtained, however, we cannot unambiguously conclude that the promotion of research and development has no positive impact on the economic development of the regions where it was reported a low correlation.

- Summary/Abstract:In the area of regional development, so-called soft factors, including the image of the region, increasingly draw attention. The key role in the process of the regional image creation belongs to media. Media form public perception of a region via selection and interpretation of broadcasted events and themes. The objective of the article is a quantitative analysis and assessment of regionally bound TV posts in the area of science, research and education. The virtual image created by media is being compared with the material perspective, where the science and research expenses are used as the tangible indicator. A statistically significant correlation of the selected indicators has been proven, especially from the perspective of spatial distribution. The time behaviour of chosen relative indicators differs.

- Summary/Abstract:According to the National Programme for Learning Regions, the gradual reduction of disparities in living standards among Slovak regions is considered for a long term strategic goal within regional development, and one of the tools to achieve this objective, the concept of learning regions is proposed. The aim of this article was to construct one headline and partial indicators assessing the current status and progress of Slovak regions under the National Programme for Learning Regions using PCA method. The highest value of the overall index reached Trnava Region followed by the Bratislava region. The results pointed out relatively large differences between regions; according to accessible data and used method, closest to the fulfillment of the idea of a learning region is Trnava and Bratislava region; the lowest values reached Banská Bystrica, Prešov and Košice region.

- Summary/Abstract:The University is a significant producer of new knowledge that spread by different channels and at different speed into the surrounding ether. There is now available a rich literature describing the direct transfer of university knowledge into practice, but significantly smaller part of mostly empirical studies analyze spatial dispersion (diffusion) of such knowledge in the space. Academic knowledge can be transferred also in indirect ways, through social connections between researchers and businesses, through freely available knowledge of university (publications) and by many others, less known and studied channels, what complicates the efforts to map the road, by which university knowledge spreads in area. The paper analyze chosen empirical studies in order to formulate an overview of available knowledge on topic. Objective of the paper is to evaluate methodological approaches and the results of the investigation of knowledge diffusion from different aspects in the selected breakthrough articles since the beginning of the examination of these processes to the present. Also we formulate the gaps in knowledge that are still present.

- Summary/Abstract:The aim of this article is to discuss the essence and purposefulness of such strategy on the example of the "Regional Innovation Strategy for Lower Silesia Voivodship (region) for the years 2011-2020" and to analyze the changes of the selected indicators that characterize the level of innovation of the region in the period of strategy implementation (in 2006-2015). Three indicators were selected for the analysis - expenditure on R&D, percentage of employees in the research and development sector and percentage of companies that implemented innovations in the studied period. In the case of Lower Silesia Voivodship, based on the indicators selected to illustrate the changes in the level of innovativeness of this region, their high diversity may be concluded. In the case of R&D, there’s a visible tendency (which is different in the scale of entire country) to concentrate activities in the higher education sector - both in terms of the scale of investment and the share of employment. In the face of the unfavourable trends in the scale of entire country, which were initiated by the economic crisis, Lower Silesia has followed a similar path of the drop in innovative activity of the companies.

- Summary/Abstract:Development of innovative enterprise is a necessary precondition for socio-economic development and competitiveness of regions. When introducing innovations, enterprises have to face various barriers that have negative impact on their innovation activities. Financial, cost, knowledge and market constraints belong to the main innovation barriers. The aim of our paper is to discuss knowledge from scientific literature and to confront them with empirical results in Czech regions. The empirical data are drawn on several innovation statistical surveys and they are investigated at the level of Czech cohesion regions (NUTS2 regions). We found out that innovative businesses perceive the innovation barriers with higher intensity than the non-innovative ones. The most important obstacles for enterprises are lack of internal financial resources and market barriers related to market that is dominated by established firms. Analysis of barriers to innovation introduction has significant implications for innovation policy.

- Summary/Abstract:In the last decade there is an intensive discussion on academic spin-off processes as a way of transmission of the knowledge resulting from university research. The nature of these activities presupposes support of internal and external environment of the university. The aim of the article is to contribute to the debate on cooperation between universities and practice. The paper analyzes the internal and external innovation ecosystem of the Slovak Agricultural University including the relationship within the triple helix. Sources of information for its processed were interviews with actors in the innovation ecosystem. Cooperation between the university and practice was analyzed also on the basis of a contractual relationship of the university in 2011-2016. The mail finding of the study is, that over the last 35 years there is the integration of scientific research and transfer activities, it is not, however, a significant system integration, yet. Innovative university system affects the local and regional development.

- Summary/Abstract:Innovations are considered to be the engine of economic development worldwide. Universities and companies are the main subjects in society that predetermine the quality of human potential and development of knowledge based economy. The main aim of the paper was to make assessment and analysis of innovation in education to business co-operations in Slovakia and glance also for regional development. The main resources of information were from the Statistical Office of Slovak Republic, Academic Ranking and Rating Agency and Institute for Economic and Social Reforms as well as well known institutions (McKinsey Global Institute) and reports. There were used multiple scientific methods as well as method of structured interview. The most significant shortage is weak interconnection and relationship between education providers and companies. Clearly, employers need to work with education providers so that students learn the skills they need to succeed at work.

- Summary/Abstract:The article analyses the situation in the regional education. The goal of the article is to compare the differences in average monthly gross wages in education in 2015 in each region in the Czech Republic, including areas of gender. The representation of women and men and difference between the salary is compared. Wages of non-control wage teachers with an average salary in the region are compared. Teachers of schools on average for the whole Czech Republic reached 1.2% higher income than wages in the regions. Managers of the schools have a 49.5% higher income than the average income in the regions. Furthermore, shares compared salaries between men and women in education and the regions. Men as teachers have higher salaries in education an average of almost 4% and managers of schools it is already 10% more. Data from the Ministry of Education and other professional sources has been used in the processing of the article. Results are presented using clear tables.

- Summary/Abstract:The presented paper deals with school policy in the Trnava self-governing region. School or educational policy can be included among the public or departmental policies. Together with other similar departments the education department can be included among social departments. The aim of educational policy of the state is to increase standard of education of the population. By introduction of the second level of territorial self-government, i.e. self-governing regions, one part of competencies in the area of educational policy has to be shifted to regional level. In our article we address one of the segments of public policies, which is an educational policy. Our aim is to identify, how the educational policy of the Trnava self-governing region is being presented on their web side from the point of view of thematic focus. The methods used in our paper are text analysis and statistic evaluation. Also the fact that education policy is being presented through the prism of individual schools and activities can be included among the results and conclusions.

- Summary/Abstract:The presence of the university in the region can have several effects on the region, especially in the economic sphere. Previous studies have used different methods to quantify these effects. Main effects can be characterized by demand or supply side, direct or indirect. The aim of this paper is to evaluate the development of tertiary education in the Moravian-Silesian Region between the years 2000 and 2016. The analysis shows fact that the number of students has changed significantly over time and the regionalization of universities with headquarter in this region has decreased significantly. At the same time, it was found that a large proportion of students residing in MSK are leaving to study in other regions.

- Summary/Abstract:The aim of article is to identify and compare the attitude of students attending public colleges in the Bohemian South Region to increase your career potential for the labour market in the future. Attention is also focused on student preferences with respect to the attributes of future employment. Research was conducted in schools University of South Bohemia and The Institute of Technology and Business in Czech Budejovice. To meet the goals of this work, it is based on data acquired through questionnaires. Research was implemented during 2016. Output article provides insight into the efforts of students and schools to increase their chances in the labour market and their priorities that favour in future work.

- Summary/Abstract:The proportion of unemployed people is falling since 2013 and reached 5.19% in 2016. Employment growth is mainly due to a large increase demand for workers in the manufacturing industry, which employs more men and women than in the EU 28 and more than in tertiary sector. This employment growth causes shortages of qualified labors on the market. In August 2016 the Government of the Czech Republic approved Initiative Industry 4.0, which aims to strengthen the competitiveness of the Czech Republic. This article aims to analyze the development of unemployment and the effects of the fourth industrial revolution on this market and to specify the needs of restructuralization of education. The article includes SWOT analysis of the labor market of the Czech Republic and its possible future development with impact on regional unemployment.

- Summary/Abstract:The main object of article is to analyse the data of the Ministry of Finance of the CR, about employees to 1.12, and detect whether they are useful for monitoring the development of the situation on labour market, in terms of employment and unemployment, in intercensal term of time and for lower territorial units than regions. The data from the Ministry of Finance of the CR are avaliable since the year 2001 and up to the level of each municipalities. The basic method, used for analysing the data is their comparation with results of census, as the only source with number of employees up to the level of municipalities, on the example of the South Moravian region and the Ústí region. The analysis has confirmed, that data published by the Ministry of Finance of the CR are not suitable for monitoring the development of unemployment rate, because the data is not about employees, but about occupied jobs in every municipality. What was also found, was that for analysing the development of the situation of employment changes in time, the data is usable after only a series on interventions built on the knowledge of local labour markets. The time-lines, in most of the municipalities, exhibit a high volatility, which must be minimized before using it for regional analysis.

- Summary/Abstract:The paper tries to explain the relationship between the regional level of unemployment and regional structure of supply of housing market. There are investigated three segments of housing market, which are the rental, home ownership and cooperative segments. The data were collected from temporary real estate advertising in the years 2015, 2016 and 2017. The data were investigated by using OLS model. As the main result there was find out relationship between the regional level of unemployment and cooperative housing. The main likely reasons for the relationship can be explained as legal and financial barriers and concentration of elderly generation in cooperative housing sector.

- Summary/Abstract:The aim of the paper lies in the evaluation of selected aspects of transport serviceability in the rural communities in the Zlaté Moravce district. It represents a typical region consisting of the only town and other rural municipalities. Through the selected indicators, we point out the differentiations in serviceability by public bus transport that services all municipalities of the region. The final values of transport serviceability are influenced by natural (terrain) factors, demographical characteristics and settlement structure, location of municipalities within transport network as well as opportunities for tourism development, what is reflected in the results of particular municipalities and size categories. On the other hand, the weakest parameters of transport serviceability are registered within the small peripheral municipalities that are usually placed in the northern parts of district near the Tribeč Mountains. The presented results have potential to reach population in the process of selection the place of residence with respect to the transport possibilities in order to commute to work, school or public institutions.

- Summary/Abstract:The objective of this paper is to analyse the commuting flows to elementary schools within the functional urban region of Košice, delineated by Bezák (2014), to identify the area with the most intensive commuting flows and to identify factors that help explain the commuting patterns to elementary schools. Linear regression has been used to empirically verify the role of individual commuting factors. The results are mostly in line with prior expectations. Elementary school commuting is strongly negatively related to the localization of elementary schools in municipalities and is positively related to the commuting of economically active inhabitants within the region. The flows to elementary schools in Košice are particularly strong in municipalities neighbouring the city of Košice. Commuting to secondary schools crosses longer distances than elementary schools, which is the result of their localization, which corresponds to Christaller`s central place theory, which states that bigger cities tend to provide products and services higher in the product hierarchy, for a larger area.

- Summary/Abstract:Functional regions are based on horizontal links, flows and interactions. Sophisticated iterative algorithms are used for their definition, which is never completely unambiguous. The term spatial uncertainty denotes that the affinity of regional building blocks to a functional region can vary. The same term applies to the different affinity of building blocks to functional regions defined by two different processes. The objective of the paper is to define functional regions by the daily travel-tolearn and travel-to-work flows. The commuting to the secondary schools is used as the former criterion. The paper compares the results based on both flows and the theory of spatial uncertainty.

- Summary/Abstract:The aim of this paper is to evaluate the development of commuting for education from peripheral rural districts of the Czech Republic in the period 1995-2015 in the case of University of Economics, Prague (UEP). The cartogram technique was used for the evaluation of the development of students´ commuting intensity. The base unit is a district (LAU 1). The UEP student is a Czech citizen who ha permanent residence in the Czech Republic and participates in full-time study. Commuting for education has a different intensity from peripheral rural districts of the Czech Republic. In the longterm the relatively high commuting is from the Klatovy district, and also from the border districts of the Královéhradecký region and from the district Uherské Hradiště in the Zlínský region. The availability of the Faculty of Management in Jindřichův Hradec positively affects commuting from adjacent districts of the Jihočeský and Vysočina region.

- Summary/Abstract:The article presents a theoretical discussion of the issue of current changes in the spatial organization of air transport in the context of globalisation processes. The article is based on the assumption that air transport today plays a key role in creating global spatial / transport relations. The fact that a substantial proportion of traffic interactions based on the principle of derived demand, air transport interactions have an exceptional value in finding of spatial patterns of interconnection of particular macro-regions of the world. A special attention is therefore paid to the issue of the intensity of air transport as a symbol of connectivity of various parts of the world. Current scientific literature is focused on the issue of air traffic intensity and the cooperating system of world cities. On the other hand, they are also discussed aspects of the world peripheries that are in the global air transport system less integrated. The final contains a simple empirical analysis of mentioned phenomena.

- Summary/Abstract:Paper´s ambition is to present and test the method of expressing the value of the economic impact of selected railway projects on the environment on the example. Different methodological approaches are discussed of which one is selected according to legal framework in the Czech Republic. That is a prerequisite for the possibility of its real application when assessing these impacts. The aim of this paper is therefore monetization of environmental impacts of selected railway corridors (TEN-T). This result is significant information and one of the important inputs into the review process for development projects (especially in the application of cost-benefit analysis). The basic output is relatively low weight of permanent land-use change of important natural sites relatively insignificant compared to the effects on the population. Such a result is now a recognized approach; however, is essentially important fact for further discussion on how to assess precisely such societal impacts of development projects and evaluation of the entire development programs.

- Summary/Abstract:This article cope with assessment of reconstruction or modernization of regional roads on the example of second class roads in the region NUTS 2 Southeast in the Czech Republic. The goal is to specify relevant methodological framework for effectiveness assessment of transportation projects with emphasis on road corridors comparison. Consequent output is priority identification aimed to efficient implementation of Regional road transport policy with respect to using different financial sources from relevant public budgets. The method lies in five key criteria (relevance, usefulness, integration, stimulation and sustainability). Its results are consequently synthetized to three variations of complex assessment. The key output is identification of three project groups according to its priorities (among the most important roads are II/602, II/374 a II/379).

- Summary/Abstract:Region is closely connected with one of important factors of its development; i.e. with region population that represents socio-demographic, cultural and economic potential in this space. The aim of the paper is to assess development of labor-force participation rate in the context of demographic changes in regions of Slovakia. Economic activity rate is a quantitative indicator about situation at the labor force in regions. Values of this indicator are dependent on demographic changes of working-age population. Analysis consisted of assessing changes in different age groups of population and rate of economic activity in period 2000 - 2015. Development of working age population has been significantly affected by economic crisis, which culminated in Slovakia in 2010. Development of population in post-working age follows the trend in majority of European countries, resulting in a marked aging of the population. Based on data it can be expected decline in population of working age in the near future. In terms of prediction of development of labor-force participation rate, the opposite effect occurs; rate of economic activity of the population will be increasing due to labor shortages. The part of retirement age residents will remain active in labor market.

- Summary/Abstract:Human resources are considered the main wealth of any society even at the regional level. However, the populations of similar sizes may have completely different age structures; hence it is needed to pay attention to these structures. The paper introduces a modification of Webb's typology of territorial units in terms of demographic ageing, which may be used for capturing of ongoing demographic changes and which is designed to evaluate changes in the age structure of population of regions. The aim of this paper is to apply both conventional and modified Webb's typology of territorial units to examine the dynamics of population and changes in age structures of Czech regions between 1996 and 2015. Then its results allow to test the usability of Webb's modified typology of territorial units by fulfilling the objective. The results shown large differences in demographic development of Czech regions over the 20-year period, e.g. the population of the Central Bohemia region increased by more than 220 thousands of inhabitants, while that of the Moravia-Silesian region decreased by more than 80 thousands. Moreover, the development of age structures of the Central Bohemia region and Prague differ significantly from the other regions.

- Summary/Abstract:Research objective was to identify regional differences in population development and selected socioeconomic characteristics at the micro-level, which are considered as micro-regional districts of municipalities with extended authority (SO ORP). Applied method was the comparison of population development, educational structures and unemployment of SO ORP in the Czech Republic and monitoring of their correlation dependence. Population in developed countries and regions is crucially influenced by migration today. Other characteristics that were analyzed with population growth was the percentage of university graduates in the population aged fifteen years, education index and the unemployment rate at micro-regions. The results of the analysis show that there is a strong correlation between migration attractiveness of micro-regions, their population growth and transformation success, connected with the increasing in the proportion of university graduates in the population and a relatively very low unemployment rate. Micro-region at SO ORP level then help us to distinguish the contiguous areas with favorable or unfavorable population and socio-economic development.

- Summary/Abstract:The demographic behavior of a population was strongly affected by a political economic and social transformation in 1989 in the Czech Republic. As the key factor of demographic processes is mortality, this paper strives to address the development of selected mortality determinants according to cause (blood circulation system, respiratory system, digestive system and external causes of mortality) using mean coefficient of growth. This paper aims at identification of relevant demographic and socioeconomic determinants of the diseases as the mortality causes in the South Moravian Region and in the districts of the region in 2006–2015 by means of multivariate regression analysis (ENTER method). Based on the method, it may be conceded that out of 11 demographic and socioeconomic factors, indicators such as ageing index and housing allowance turned out to be statistically significant (p<0,05). Analyzed indicators show spatial differentiation and determine with varying level of impact the mortality in the districts of the South Moravia Region. Brno-Country District may be considered as a district with the most favorable demographic and socioeconomic determinants of mortality (low ageing index, ageing dynamics, death rate and the lowest housing allowances). By contrast, Brno-City District exhibits negative tendencies towards mortality determinants (high ageing index, death rate, and the highest housing allowances). From the national economy standpoint, the changes in the mortality ratios according to causes represent a major potential for the use and development of human capital.

- Summary/Abstract:Mortality is an essential part of every public and it accompanies the entire population. It is also an important demographic variable and indicator that closer characterizes the population, its overall level and living standard. Factors which affect mortality also affect the population health status. Recently, poorer population health status has been recorded and accompanied by a poorer lifestyle. Therefore, civilization diseases such as cardiovascular diseases, cancer, etc. have high share on the total population mortality. These diseases are very extended and have become a common cause of death. Moreover, they have a dominant position in the mortality of the population in the Nitra Selfgoverning Region. The aim of this paper is characteristic of selected causes of death population in Nitra Region municipalities between 2008 – 2014. The main method of processing paper will be methods of spatial autocorrelation, complemented by methods of analysis, synthesis, as graphic and cartographic methods are used.

- Summary/Abstract:Health is traditionally one of the most important values in a human society respected at all times. It is generally given considerable attention to health care in developed countries, whose purpose is to ensure people's health. There is a realization that it is becoming increasingly important. The aim of this paper is to assess the situation in the health sector in the Czech Republic. To fulfill of this goal there is to use the method of comparative analysis, when are compared selected indicators in selected regions and countries. Within this paper there are monitored NUTS II regions in the Czech and Slovak Republics and subsequently the individual countries of the V4+2. After the implementation of comparative analysis of selected indicators of health can be summed up everything. The situation in the Czech Republic in healthcare is progressive. This is evident in the number of doctors, nurses and dentists, and also in compared expenditure of health care.

- Summary/Abstract:This paper deals with surveys and research founded on the social policy and discusses about the weaknesses, risks, advantages and disadvantages of the whole survey process from the very assessment of the problem, course of the survey to the data analysis and data evaluation. The studied areas themselves are a complicated matter since itself definition are difficult and therefore we try to describe the existing dilemmas of itself data, discuss process itself as such, data processing and finally synthesize and analyze the results obtained. This paper aims to highlight the weaknesses of the whole process, delineate options and suggest concept how to prevent them and increase corresponding value of the research or survey with emphasis on their practical use. Described results (concrete suggestions for improvement) then can be used for further survey, particularly in those areas, but also in other disciplines. Specifically, this includes changes in the methodology of described researches and the use of modeling for interpretation of reality in the social sciences.

The methods used in the contribution include the comparison, the study of literature, the documents and text analysis. The basic resources used in our contribution include a Plan of economic and social development of Banská Bystrica self-governing region and Plan for economic and social development of Trenčín selfgoverning region. The main results and the conclusions we achieved, cover the similarities and differences in these documents. The difference lies in the title of the corresponding chapter as well as in the division of the chapters into parts. - Summary/Abstract:The goal of this study is the evaluation of innovations supply by local public services based on the use of information-communication technologies using the concept of evaluating the innovative capability of the organization. Evaluation of the innovation capability of the executive branch of local government through the concept of a value chain and the diamond model provides us with the answer to the research question: the process of development and implementation of innovative concepts of public services fails for reasons of low motivation and innovation capability of the providers of local public services. The innovative capability of local governments will be assessed in five areas (strategy, learning, linkages, processes, innovative organization). The results of this study show that the most significant challenges and factors influencing the innovative capability of the executive branch of local government are related to employee initiative. Innovations allow the local governments to more intensively monitor their citizens' needs and adapt to these needs by the nature of innovation and the course of the innovation process

- Summary/Abstract:The paper deals with one possible implementation of social innovation, being one of the tools of innovation infrastructure in the field of social and public policies. The South Moravian Region with its s unique and innovative infrastructure and innovative processes is one of the leaders in the Czech Republic, especially in terms of technological innovation. Other innovation processes in addition to technological innovation include social innovation. Its use in practice is becoming more and more important in terms of addressing social risks in the society such as population aging, social exclusion and poverty. This paper aims to contribute to the debate about social entrepreneurship and employment of disadvantaged people in the labour market in selected social enterprises, which form a part of a social enterprise incubator. The partial aim is to present the planned project of a system of social enterprise incubators covering the South Moravian Region with emphasis on economically weak areas with its centre in Brno. The paper states that there is only one incubator of social entrepreneurship in the South Moravian Region operated by the Chamber of Social Enterprises. Setting up a social incubator can help increase the employment of socially excluded people in the labor market. At present, the Social Business Act is in the process of preparation.

The preparers organizational structures include actors of public, private and civil sector. The main goal of this contribution is to identify relationship between civil sector in organizational structure of preparers and elements of participative model of social services community planning. The main method is a quantitative research strategy by questionnaire. Data evaluation we realize through statistical software PSPP. The main results show presence of a positive relationship between variables.

- Summary/Abstract:Currently, the mass media represent fundamental source of information, including television broadcasting. Television stations publish also regionally focused posts in their news reports. They form virtual portrayals of the regions, through which they affect overall image of the regions and in aggregated form also mental maps. The objective of this article is a quantitative analysis and evaluation of regionally-bound TV posts from the category of environment. The environment is an integral part of each territory and its quality often strongly influences the resulting competitiveness of localities and regions. With respect to achieved results, it is possible to describe the environment as the media attractive topic, especially for private TV stations. From spatial perspective, we can contemplate the concentration of environmentally related news reports. They are as follows: Prague, Usti, Hradec Kralove and Moravian-Silesian region. Mainly Usti and Moravian-Silesian are still associated with the low quality of the environment. Contrary to that Zlin region and Vysocina as the territories with rural character attract only negligible media attention.

- Summary/Abstract:According to a ranking of regions based on Eurostat data on Purchasing power standards (PPS) per inhabitant in percentage of the EU average is the Bratislava region one of the most developed regions in the EU. The remaining three Slovak regions are placed in the last quarter. However, are the differences between regions really that big? And, is life in the Bratislava region so much better than in the Region of Eastern Slovakia? To capture the true situation, it is necessary to descend to lower level - the level of cities and replace GDP with a composite indicator that considers various aspects affecting the quality of life of individual citizens. The aim of our paper is to assemble a composite index based ranking of the quality of life of Slovak towns and cities. Compilation of the ranking preceded an analysis of already published rankings where we looked for indicators by which the quality of the life in different cities or countries is evaluated. After that, we have chosen indicators that we think are able to capture the studied phenomenon. The values of indicators for all 140 cities and towns in Slovakia, have been transformed via the distace to best method converted to scores and summed for the total score. Weights of indexes is based on an expert survey. The final ranking shows that according to the quality of life score, are in the case of Slovakia the differences between cities and towns not as significant as in the case of regional comparison.

- Summary/Abstract:The paper deals with the subjective evaluation of quality of life. The objective is based on the survey to obtain evaluation of selected indicators of quality of life in the city of Bratislava - Lamač and their subsequent comparison with the results of previous research from I. Andráško (2006) to determine whether and what changes have been in the subjective perception of quality of life during the reporting period. The respondents evaluated the most positive the availability of nature and the quantity and quality of the green, in both periods. The highest positive changes in terms of changing the order in comparison with 2006, reached the assessment of the availability of basic services. The most significant decline in the rankings was followed in the activities of local government.

- Summary/Abstract:The life quality concept is a crucial topic of many discussions. Despite its multidisciplinary character, most authors agree on existence of two dimensions of the life quality, subjective and objective. The goal of this paper is to identify and analyse the subjective dimension of the life quality in a specific municipality. The selected municipality was Lelekovice, located in the northern part of the Brno agglomeration, which is known for its high level of environmental quality and typical relationships between the core and the suburbia. To accomplish the goal, a questionnaire was taken from scientific studies and adjusted for the needs of this study. The questionnaire was filled in twice in 2014 and 2016. Based on the questionnaire output, there were identified areas in which the life quality in the municipality was improved (civil facilities) and was made worse (transportation and technical infrastructure, education, sport and environment). In the relation of the problematic areas, we analysed the respondents’ proposals regarding the improvement of the life quality (transportation and technical infrastructure, education, sport and environment).

- Summary/Abstract:Regional development is perceived in literature as the economic growth presented in a positive sense. Economic growth does not necessarily have to be associated with the development of regions, although it is hard to imagine the latter without the former. Regional development of any region must be based on the quality of the environment which influences, among other areas, the quality of the life of inhabitants. The negative aspects of the regional development include also environmental loads. The aim of this paper is to provide detailed characteristics of the environmental loads in the Western Slovakia, which present limiting factors of regional development. The data about have been obtained from field research, analysis of aerial photographs, as well as bibliography and other resourses, and from interviews. Management of the issue of environmental loads in the Slovakia is being slowed down due to the absence of legislation, lack of financial resources, failure to clearly assign responsibilities for environmental loads, and high number of localities. Solving the issue of environmental loads will not be possible without financial support of European funds by means of Operational Programme for Environment and from the state budget. However, the solution to the whole issue will be a long-term matter and it is assumed to last until 2030. The year 2027 is the target year for sanitation of the most risky environmental loads resulting from the application of allowed exceptions, e. g. EU general directive on water according to which the member states must reach good quality of surface and underground waters.

- Summary/Abstract:The flash floods forecasting is struggling mainly with extraordinary irregularities in origin of causal precipitations. They only in conjunction with the territory water saturation caused by antecedent precipitations start effect of other local factors that can consequences of short-term extreme precipitation either worsen or mitigate vice versa. Other community area features represent a permanent potential for an adequate territory response after heavy rains. According to current knowledge, it is possible to assess the flash floods hazard of a particular territory in case of extreme precipitation in advance. If such precipitations are already on the ground, or if they are just coming up in the atmosphere, the local flood control headquarters has at least time enough to call alarm and issue a flood warning. In the ideal case, it is possible to incorporate such area assessment into the concept of decision-making of the disaster staff and to insert it into the master plan documentation. The aim of this text is to present above mentioned original method, which can be used in authomatic GIS environment by public administration as well as other users. Suggested procedure is based on automatic hydrologic modelling in ArcGIS platform in combination with advanced digital terrain model.

- Summary/Abstract:Sustainable Development Agenda 2030 is divided into 17 so called Sustainable Development Goals. Agenda was approved by UN members in September 2015. The Goal 11 “Sustainable Cities” is focused on the towns and cities directly. The questions of relevance and importance of this Goal are widely discussed. But questions focused on sustainable city´ indicators are rare. The paper´s aim is Goal 11 indicators´ analysis. The paper try to answer the question, if selected indicators are relevant for the goal measurement. The work is bases on the text analysis method as well as verbal description and comparison. There is also used the experience basis of authors in the academic as well as political sphere. The analysis shown that in the practice are indicators mainly purpose-built and they are understood not as a tool for our way towards sustainability, but as a tool for states competition. There are searched for indicators in which is chance for good results and whose shown us better in international comparison, not for such whose show us our development towards sustainability.

- Summary/Abstract:It is widely accepted that cultural sector and creative sector contribute to the socio-economic revival of cities, change their images, form a specific creative milieu, generate new jobs, and organize urban space. However, previous studies concerning the significance of the cultural and creative sectors in the urban development have focused on the largest cities, small cities have not been the subject of a wider research so far. The paper aims at drawing attention to the potential of small cities in the context of using the cultural industry or creatvie industry for the develoment of small cities on the example of Poland. The paper was prepared on the basis of the most relevant literature in the field. The study shows that small cities have a potential that may be used to build development strategies on the basis of the cultural and creative sectors. Research should elaborate the new strategies of development, implement new factors which can initiate required effects in this field.

- Summary/Abstract:The aim of the paper is to evaluate the aspects of the migration of the Uherské Hradiště inhabitants in the period 1991-2015. In this context, the attention is paid to the migration balance, analysed are also directions of migration, both internal and foreign. Further the analysis of possible causes and consequences of this process is outlined, including the analysis of the phenomenon of emigration potential of the city inhabitants. The methods used are the geographic analysis of available statistical data on migration and analysis of primary data that was obtained in Uherské Hradiště in the form of a questionnaire survey. The main results of the analysis are the determination of the spatial aspects of migration, particularly the negative migration balance in favour of city´s hinterland and also relatively high positive potential of emigration of the population in the context of the already carried out research on a similar topic.

- Summary/Abstract:This article aims to identify the main strengths and weaknesses of Česká Lípa, which may affect its shrinking represented by the decline of population. To achieve the goal was conducted brief analysis of data relating to population and evaluated selected questions from questionnaire survey conducted with inhabitants as a part of processing a strategic plan for the city. At a public discussion of the strategic plan was created a sematic map of the city with the inhabitants. The results of the article show that the main factors leading to a shrinking of Česká Lípa can be found in the social and economic area. On the other side to strengths belong to appearance of the historic city center, the level of technical infrastructure, the conditions for preschool education and public transport.

- Summary/Abstract:This paper deals with the issue of recycling urban spaces, specifically abandoned and unused areas (brownfields) in the Czech Republic. Regeneration of these areas is important especially because of their economic, social and environmental burden. Previous researches on recycling urban space, however, neglected the study of the revitalization process to some extent. Thus, a recycling space may be seen through the concept of a network, explicitly through the Actor-network theory (A-NT). This allows the perception of recycling spaces as a network mobilization. In this context, recycling spaces does not mean the actual material reconstruction of territory from one function to another, but an emergence of new network space, or more precisely transformation of one network space to another. The aim of the paper is to highlight major benefits of A-NT for the study of recycling spaces. In addition to theoretical background linking A-NT with the process of revitalization the paper provides a concrete example of recycling urban space where the application of A-NT reveals a network structure of stakeholders, which would remain partially hidden when implementing existing approaches to brownfield regeneration.

- Summary/Abstract:Suburbanization is one of the most important transformational processes within the inner urban structures. Since 1989, they have been presented through economic changes in the Nitra city. They were reflected not only in the transformation of functional land-use, but also in the way of life of residents. Suitable business conditions in Slovakia became significant and initial factors in the development of processes of commercial suburbanization, which is clearly visible in the Horné Krškany city district in Nitra. Commercial suburbanization requires sufficient amount of free areas as well as good transport accessibility. The aim of the paper is to capture and evaluate development trends of commercial suburbanization in the Horné Krškany city district in Nitra. Within the paper, there were applied standard geographical methods – method of analysis and synthesis, comparative method along with cartographic, graphic, mathematical and statistical methods that were complemented by the field survey. The extent of commercial suburbanization was recorded also by comparison of aerial photos from 1991 and 2016. In the target city district, there were recorded increase of commercial entities from 10 to 97 between 1998 and 2017, while the zone of commercial areas rose from 28.63 ha in 1998 just to 37.79 ha in 2017.

- Summary/Abstract:The aim of paper is focused to analysis of historical development in Nová Baňa area with typical dispersed settlement („štále“) with a focus on land use in 1844 – 1956 – 2013, it represents 169 years. Historical maps from 2nd military mapping have been used for evaluation of landscape changes. Orthophoto and existing reporting landscape elements was verified by field research. Cartographic outputs and results have been processed in ArcMap GIS 10.02. Besides primary and secondary landscape structure research, the contribution deals with the assessment of landscape structure changes in relation to the territorial ecological stability. Through this we evaluate studied area in the long term as a stable country.

- Summary/Abstract:The article presents research results, which investigated the stakeholders´ differences of opinion while solving the use of a specific territory. The research took a place in one Southern-Moravian community during January and February 2017. The framework established by the Building law for acquiring of master plan was used as anvironment for research. The master plan is one of the activities of regional planning. Methods like structured interviews, multiple regression analysis and problem maps were used. The main result is, that the protection of public interests in a region is not possible without the protection of independency of its beares. Independence, knowledge of a suitable procedure and application skill of landscape management in a synergistic effect naturally strengthen the confidence of the specific actors in professional authority in the territory.

- Summary/Abstract:The paper focuses on the lived territorial experience of people after job loss and aims to answer the research question "How was transformed the territoriality of people just after losing their jobs?" Losing a job can manifest by a sense of a reduction of social status, a decline in economic security or lack of regular daily routine, which is then reflected in the territorial behaviour of people after job loss. The text is based on a series of semi-structured interviews conducted in the first half of 2016 with the communication partners who have left their jobs in the past six months. The subsequent analysis of the interviews revealed the loss of one of the major anchor points in the form of the workplace and the creation of new activity spaces (possibly increasing their importance). The newly formed action space has changed its form from the network a few lines to the territory with a central point in the home and among other things is influenced by gender, voluntary/involuntary abandonment of previous employment, respectively eventual financial distress or assumption of troubled/trouble free finding a new job.

- Summary/Abstract:The paper aims to evaluate, compare and discuss selected additional findings of an investigation into the shopping habits and behaviour of teenagers in the shopping centres Vaňkovka and Olympia in Brno. The research was carried out by means of structured interviews carried out in both centres. There was a random stratified selection of respondents limited by age and contingent to attending a high school in Brno. The results of the investigation show that young people visit both shopping centres with a set goal (typically to buy clothing, shoes, or accessories) and that they visit Vaňkovka approximately three times as frequently as Olympia. Vaňkovka is advantageous for its convenient location and accessibility but lacks relaxation areas and a cinema. Olympia is popular for the large number and wide variety of shops, while the long distance from the city centre is considered its most significant drawback.

- Summary/Abstract:Since 2008, i.e. at the stage of concentration, the retail network of rural areas has been characterized by decline processes. Cancellation of stores under the relentless competitive struggle with transnational chains in towns of the Nitra Self-governing Region is the basic process of concentration stage in rural areas. This process has particularly affected small municipalities and many of them remained without retail facilities. Moreover, another decadent phenomenon was created and deepened such as the so-called food deserts, increased demands for commuting to shops, increased time accessibility to selected stores. This creates an urban-rural conflict in providing retail services in favor of towns/cities. The aim of the paper is to analyze the locations of food stores of COOP Jednota in the Nitra Self-governing Region and definition of distance and time accessibility to these stores for residents living in this area. For Accessibility definition, we applied binary (trivial) accessibility which provides data on distance and time reachability of the node from another node in the network. The result is the knowledge that most municipalities in the Nitra Self-governing Region have COOP Jednota as the nearest food store in the distance of more than 1001 m.

- Summary/Abstract:The aim of this article is to measure the Consumer Ethnocentrism (further as CE) in the Moravian-Silesian region in the Czech Republic utilizing the CETSCALE. The research was focused on finding the strength of individual CETSCALE scales and the dependency of CE on demographic factors. Literature review describes the development of CE, and more importantly the CETSCALE, with some of its critics and constraints. The research took place in the MS Region and the sample consisted of 439 respondents. All the data is compared with our previous research from 2013. According to Cronbach's Alpha, the data is consistent and therefore reliable to explain CE. The main findings are the strength of the CE is as high as 66.3% of the overall possible score, which ranks this region amongst ones with the highest CE. In both, the 2013 and 2017 data, we can observe strong evidence of consumers in this region being highly ethnocentric, supporting local products and local producers, with negative perception of foreign products. In 2014, only education and net monthly income were proven to have statistically significant impact on CE, in 2017 also the age categories.

- Summary/Abstract:The aim of the paper was to investigate the concept of regional branding in the region Ponitrie (SR) from the point of view of four parts of marketing mix– product, price, place and promotion. To evaluate the main features of the regional brand Ponitrie from the marketing perspective of 4P, personal interviews and online survey were conducted and obtained information were analysed through the comparison of the observed situation with stated benchmarks. The main findings show a great potential for regional products in the area, but also some obstacles, which do not allow development of this concept to a greater extent. The findings have also some limitations as only one regional brand was investigated, but the paper provides direction for future research on the topic.

- Summary/Abstract:Management of marketing activities is still not common in local self-government in the Slovak Republic. Marketing is coordinated rather in towns than in villages but there are still some towns that do not consider marketing to be important at all. Marketing activities at the office are mostly carried out by one employee while only few villages or towns can afford to have more staff to carry out them. The main reason why villages and towns do not carry out marketing activities is the lack of financial resources or the need to deal with more serious problems. It results from the research study the main research objective of which was to analyse the scope and main forms of management of marketing activities in local self-government in the Slovak Republic. The data were collected from 1 to 31 March 2017 via a questionnaire method on a representative survey sample.

- Summary/Abstract:The aim of this article is presentation of approaches for creation of dynamized data of strategic parts of strategies for community-led local development of local action groups (LAG) in Czechia. These strategies are prepared for augmented reality mobile application. Selected applications are Layar and Wikitude which represent the most frequently used software for augmented reality. For data collection we used database of community-led local development of each LAG. From each of them we needed to get data presented in SCLLD (key elements and individual measures) in which we can determine position through longitude and latitude. The result is dynamized set of strategic parts of SCLLD of all local action groups in the Zlín region, which could be transformed to augmented reality using the web platform.

- Summary/Abstract:The aim of this paper is to compare theoretic knowledge about tourism impacts’ classification with a practice by assessing a contribution of the strategic priorities devoted to tourism development to main categories of tourism impacts. The research was conducted in three tourism destinations from the point of view of destination stakeholders. Data were collected by the means of semi-structured interviews with representatives of three stakeholder groups. The assessment was realized by the Likert scale in which the score indicates a contribution rate of the strategic priorities to generation of tourism impacts. The findings indicate that the link between the strategic priorities and perceived tourism impacts is not strong. Despite this fact, the research confirms an importance of the economic impacts for tourism development and their ability to influence stakeholders’ support of tourism policy. The aiming of tourism policy on the socio-cultural and environmental impacts is also detectable. However, stakeholders’ perception of the interdependence is weaker than in the case of the economic impacts.

- Summary/Abstract:Marketing management presents current approach to tourism development. It is based on cooperation and strategic planning of tourism development in a way bringing positive effects to all stakeholders as well as for tourism destinations. Efficient application of destination marketing management is considered as a moderating factor of regional disparities. Destination management organizations (DMOs) are entitled to enforce the concept of marketing management into managerial practice. The aim of the paper is to assess the application of destination marketing management concept in Slovakia as a tool of regional development. The material utilized by the authors are secondary data processed by selected methods of descriptive statistics. The Tourism Support Act. 91/2010 Coll. determined preconditions for application of marketing management in Slovakia. According to analysis of selected indicators, we note that in Slovakia are established 40 DMOs, which activities are overlapping and duplicated. The majority of state support obtains regions with the highest tourism potential and well developed infrastructure. For future success of tourism development and moderating of regional disparities it is inevitable to reform existing status quo, decrease amount of existing DMOs and to reevaluate existing criteria for eligibility of governmental subsidies.

- Summary/Abstract:The presented research aims at analysing and evaluating the subjective reception of the tourist potential of a city by its users – residents and tourists, as well as indicating the qualities (places or symbols) through which it is perceived. This is intended as an assessment of the actions taken in the scope of promoting tourism in the city. The research method related to applying the PAPI method was based on the assumption—present in literature on the subject—that assessing the tourist potential from the perspective of recipients’ impressions may be an alternative to the currently prevalent methods. The research has shown that a positive reception of tourist potential has to translate into its high rating as compared to other places. It is also important to have a coherent image of a place (through the identification of the main symbols) and indicate its universal nature (it may attract a broad range of recipients). These assessments allow for checking the propriety of the direction in which local policies are led; however, it is pivotal that the opinions expressed by residents be in line with the views of tourists and visitors.

- Summary/Abstract:Although tourism is one of the priorities in the EU Strategy for the Baltic Sea Region, tourism development faces some obstacles. This Region, with its unquestioned tourism assets, does not exploit its tourism potential in intra-regional tourism. The authors assumed that residents know little about their region and perceive it as not particularly attractive and are unwilling to explore it. The authors of this paper analysed the tourism image and attractiveness of this Region among Polish tourists. Students from the Gdynia Maritime University participated in this research. The research method was a diagnostic survey which was conducted using questionnaires. The questionnaire contained eight elements, including open and closed questions, allowing to select one or multiple answers from a defined list. The research shows that only 5% of respondents would choose a country in the Baltic Sea Region, if they could go anywhere. The main tourist barriers for this Region have been identified, namely "language problems" (18%) and "unfavourable climate" (17%) as well as "distance", "poor accessibility" and "lack of entertainment offers". The Baltic countries visited most often by respondents are Germany (60%) and Sweden (about 20%). But it is Sweden that is considered the most attractive country in this Region.

- Summary/Abstract:During the last years leads to an increased number of attacks with consequences on human lives. These phenomena are that lead to changes in preferences when choosing a destination. The original decision based on climatic conditions has changed to safety preferences in target destinations. Based on these changes is the predicted change on the map of tourism. The aim of this article is to analyse the issue of the distribution of inbound tourism in the EU countries for the years 2012, 2014 and 2016. For the layout used was cluster analysis. Based on the outcome it is clear that changes have not occurred in the distribution of inbound tourism and it is mainly about countries, which have year on year, the highest increase of migrants (asylum applications).

- Summary/Abstract:Incoming tourists from the Russian Federation to the Czech Republic is undergoing significant changes. Russia after Germany for us historically appears to be a significant source country. Their arrivals in recent years are changed due to the factors of economic, security, political, trend changes etc. Their loss is currently replaced by tourist arrivals from China and Korea. This article aims to examine the changes of the visitor attendance from Russia. Examined are causes and consequences of changes in the approaches of the selected target market. The article used the methods of analysis and evaluation of the available data from secondary sources, interview with tour operators, accommodation and spa facilities, applied is method of prediction the future development due to reduction of Russian tourists to the impact on the economy. Increase in revenue from tourism related to the growth of foreign visitors and tourists from Russia make up a significant part. Presented measures are spa facilities to attract affluent Russian clientele not only in Karlovy Vary. Mutual appeal of visa requirements between Russia and the European Union would roughly double the number of Russian tourists in the Czech Republic. Czech competitiveness compared to offerings in other EU countries can achieve more favorable visa policy, reducing the time visa, using all possibilities of the Visa Code and the reputation of the Czech Republic as a safe destination.

- Summary/Abstract:The submitted paper deals with the analysis of cooperation among tourism actors involved in the creation of the product in the form of a tourist card. The aim of this paper is to introduce the structure of regional cooperation and to visualize cooperative behaviour and evaluate the quantitative characteristics of the existing network. These characteristics will be examined on the basis of the network analysis. The participation in various forms of cooperation is a highly valuable topic, because it can contribute to destination development and competitiveness. For the analysis of a particular case, a collaborative project of Olomouc region Card was chosen. This project was founded in 2004 and many service providers are involved in it. Public sector plays a crucial role in initiating cooperative activities. On the other hand, involvement of actors from private sector provides a wide range of services and attractions with different discount levels. It can be said that the existing network becomes a tool for specialization, but the intensity of cooperation is not at the same level as in developed tourist Alpine regions, where the cooperation was continuously developing and was transformed thanks to the strong consolidation.

- Summary/Abstract:The aim of this paper is to evaluate the current situation of the business environment in tourism in Slovakia based on selected aspects, indicate the strengths and weaknesses of the business environment in the tourism market in terms of view of companies operating in the sector. We use primary and secondary sources. Using primary research, we have surveyed the current state of the tourism industry. The purpose of the questionnaire survey was to determine how tourism businesses in Slovakia perceive the state of the business environment in tourism in Slovakia. By the data interpreting, we applied the theoretical methods of scientific investigation, the method of abstraction, methods of analysis and synthesis, induction and deduction, comparison and generalization method. We have compiled a summary of the strengths and weaknesses arising from the current state of the business environment in tourism. In the case of the strengths we have identified four factors (inflation rate, availability of production factors, the availability of credit resources for entrepreneurs and interaction between schools and businesses). Respondents have included sixteen factors into the weaknesses (current political situation, the system of public administration, frequent changes in legislation, level of corruption, the level of administrative burden, labor legislation, tax regulations, tax rates and duties, qualifications and experience of the workforce, the level of infrastructure, egovernment, the principle of "one-stop-shop" procurement, law enforcement and judicial independence, time and cost complexity of the process of starting a business and the level of support for start-ups).

- Summary/Abstract:The aim of the article is to discuss the role of SMEs in destination marketing activities. We consider in detail the main marketing activities in each stage of the marketing funnel and analyses the position of small businesses in these activities. The article also highlights the need for cooperation in the tourism businesses, but not necessarily in all activities and in all circumstances. The basic platform for cooperation are strategic business areas (SBAs) defined by Beritelli, Laesser and Bieger (2014), which integrate a comprehensive set of services and other elements of the destination. Collaboration within the SBA creates value for visitors. Analysis of the destination marketing funnel showed that the main areas of the SMEs cooperation include SBA brand building, internal marketing of destination, linking individual services or post-purchase services. A key prerequisite is the knowledge of visitors and the nature of their behaviour.

- Summary/Abstract:Competitiveness of tourism destination is associated with the ability to provide goods and services designed to meet the needs of visitors better than other destinations. The support of business activities in tourism can improve destination product and lead to better meeting of visitor needs. The aim of the paper is to examine whether the support of business activities in tourism has led to growth in performance and competitiveness of tourism in Slovakia. This paper focuses on the relationship between the performance of tourism and the financial amount of European development funds from the operational program Competitiveness and economic growth and Rural development program in the years 2007 - 2013. It examines the location of the support in tourism regions. By correlation analysis it identifies the relationship between competitiveness and supported 812 business activities. The result of the investigation lies in findings that there is a strong direct correlation between the amount of European development funds and the number of visitors and the number of accommodation facilities in 72 districts of Slovakia and that majority of activities were supported in the regions with international significance.

- Summary/Abstract:This paper seeks to assess local government activities relating to local entrepreneurship development among tourism entities. Local governments possess many tools that can contribute to the development of entrepreneurship, while tourism is one of the sectors of the economy which relies heavily on local capacities. The authors of this paper wondered how the recipients of local government activities, namely local entrepreneurs, perceive these activities, whether such activities meet their expectations and what these expectations are. In 2015, a diagnostic survey was carried out using questionnaires. One hundred and twenty-one tourism entities which operate in rural communes, in the Pomeranian voivodeship, were surveyed. The results show that local authorities are perceived quite positively in the surveyed group. The surveyed entities are highly aware of the capacities of local authorities; they also cooperate widely with local government and show a strong commitment. Based on the results, a conclusion can be drawn that local governments fulfil their function and fit well into the principal ideas of self-governance, including support for local businesses.

- Summary/Abstract:The aim of this article is to examine the changes in the development of tourism in Slovak accommodation facilities in the post-crises period 2016 and compare it with the situation in 2008. We have analysed data from the European Commission, the Ministry of Transport and Construction of the Slovak Republic and the Statistical Office of the Slovak Republic. We have focused on the number of tourists in Slovak accommodation facilities, the number of overnight stays, the average length of stay, tourism support from the public sources and income from foreign tourists. The obtained data have been processed using the methods of descriptive statistics. The results showed, that tourism in Slovak accommodation facilities in 2016 increased as compared to 2008, but also unfavourable structural changes occurred.

- Summary/Abstract:The paper deals with industrial heritage and its potential in tourism. Although the post-industrial landscape is an integral part of all the countries that went through a period of de-industrialization and economic transformation, presentation and publicity of valuable industrial monuments that are linked with post-industrial landscape in many cases are not fully utilized. This paper aims to acquaint readers with a possibility of transformation of data on industrial objects into augmented reality, while using location-based services. The final result is the web-based platform allowing easy data transformation. The paper has thus largely methodological-application character. The outcomes of the testing phase indicate that information about the objects do have their limits, but respecting them brings their effective performance in augmented reality.

- Summary/Abstract:Volunteer tourism, which is also known as travel that makes difference, allows visitors to devote part of their free time, energy, knowledge and skills for the benefit of activities, for these they do not get financial rewards, but gain personal and professional growth, new friendships and life experiences. The added value of voluntary service is also aware of the European Union, which promotes volunteerism at the national and international level. European Voluntary Service (EVS) is one of the activities of the European Union, which gives young people the opportunity to volunteer abroad and participate in cultural, humanitarian or environmental projects in one of the European or other countries in the world. The aim of the paper is to explore the possibilities and the involvement of EVS volunteers on inbound volunteer tourism in Slovakia. Secondary data from databases of accredited organizations and volunteer projects show, that Slovakia does not belong to the countries with the great amount of accredited organizations compared to other European countries. Nevertheless, there is a relatively large number of volunteer projects implemented and the results of initial survey among receiving organizations show that for the foreign volunteers Slovakia is one of the sought for country where they can show their potential and make the world a better place.

- Summary/Abstract:A new, dynamically developing trend in the global environment is volunteering and volunteering tourism. Despite the fact that certain features of volunteer tourism in the regions of Slovakia appeared after the Second World War, in domestic literature, the issue that includes the volunteerism was not addressed in an appropriate manner. The article, based on a questionnaire, examines the interest of Slovak inhabitants with volunteering in the organization of events in tourism. The results of the investigation show there is an increase of short-term participation of the Slovak population in voluntary activities in events and a dependence on volunteers in education. An optimal amount of involvement of volunteers in organizing events as a part of a tourism product may contribute to the generation of positive economic and non-economic effects for the region.

- Summary/Abstract:The aim of this paper is to analyze events regarded as elements of the urban image connected with cultural tourism. To achieve this objective, a questionnaire was given to tourists (250 respondents) who visited Toruń during the summer season (June) of 2016. The study established the spatial resonance of the events, demonstrated by the permanent addresses of the tourists who declared that they had heard of particular events. Then the features of the events were assessed in order to check whether those shown to have the greatest reach have a specific profile. The events were ranked according to a multiple-feature point based scale, which confirmed that combination of such elements as high uniqueness of the event, its cohesion with the image of the place, well-established position, broad accessibility and resonance more than local make it possible to achieve optimum marketing effects with regard to the spatial scope of promotional actions. The collected results can be treated as guidelines on the effectiveness of the past actions as well as on the best direction for optimizing such actions in the future.

- Summary/Abstract:Sports tourism is recognized as an important part of the tourism industry. It refers to the experience of travel to engage in or view sport-related activities. Sports events can encourage visitors to stay longer in the destination, and this provides opportunities to showcase regional areas, their attractions and increase spends in regional destinations. The presented pilot study is focusing on attitudes of the Generation Y and Z to sports and sports tourism. The additional benefit of the results of the research is the formulation of recommendations for the destinations regarding of the sustainable sports tourism development. According to the objective of the study, the primary quantitative research was provided. The total number of respondents of the pilot was 167. It was recognized that sports activities have the significant impact on the selection of the destination of Generation Y and Z. Methods used for completing the study included the literature review and primary quantitative research.

- Summary/Abstract:The media represent one of the most important sources of information and have the ability to influence individuals, organizations and territorial units. This attribute of the media co-forms the image of the territory. The aim of this paper is to analyse and detect trends and characteristic features of the sport contributions within national TV reporting, which have an impact on the presentation of the region. Absolute view indicates a strong dominance of Prague, however Liberec region is the most medialized when considering the share of the population. Sport news have predominantly neutral character. It does not allow media to alter the reality. Sport is thematically very heterogeneous. Regions are publicized especially in connection with organizing significant sport events, well-known sportmen or traditional sport sectors, which are very popular in the Czech Republic for a long time.

- Summary/Abstract:The paper deals with the balneological care in the Czech Republic. The aim of this paper is evaluation +of selected statistical indicators in balneological care in the Czech Republic in 2002 – 2014. The main sources for this research were gained from organizations’ websites (Czech Statistical Office, IHIS CR, Ministry of Health CR). The spa industry is represented in all regions the Czech Republic, except Vysocina Region and the City of Prague. Balneological care in the Czech Republic has its own character based on history area and local conditions. Spa treatment rehabilitation care is an important part of the comprehensive treatment of patients in Czech Republic. The Spa care is an integral part of health care in the Czech Republic for Czech clients.

- Summary/Abstract:The paper deals with a comparison of the relative efficiency of museums run by municipalities in the Czech Republic and the Slovak Republic. For our analysis, we have used data for 2015 which has been processed utilizing the DEA method. Czech museums founded by municipalities achieve a relatively higher efficiency compared to their Slovak counterparts. This condition is caused by the stronger orientation of Czech museums towards cost minimalization strategies, as well as the choice of organizational structures within the institutions having the lowest cost management. A very important fact is that even though there are indicators which we chose to assess the relative efficiency were comparable, the data were obtained through official channels from Czech Slovak state institutions dealing with statistics in culture. However, they may still be burdened with a high risk of errors and inaccuracies.

- Summary/Abstract:The aim of this paper is to analyse the tourism accessibility of the Kaliningrad region to citizens from the countries of the Baltic Sea Region. For the purpose of this paper, the literature on accessibility was analysed. This allowed to identify the criteria of administrative and transport accessibility. The system of handling international passenger traffic was described based on an analysis of legal documents and materials obtained from consular and border services. Transport accessibility was analysed based on the results of field research and the information obtained from carriers. It was divided into air, water, road, and rail accessibility. The research has shown that the tourism accessibility of the Kaliningrad region is poor, even though the border and transport infrastructure is well-developed. The Kaliningrad region has no air or sea connections with the Baltic countries. The bus and rail connections are limited only to the Baltic republics, Germany and Poland. This means that trips to the Kaliningrad region are expensive and time-consuming. The Kaliningrad region has the worst connections in Baltic Europe, but the upcoming World Cup creates opportunity to improve its accessibility and significance in the process of economic and social integration in Baltic Europe.

- Summary/Abstract:The article accelerate the relation between local impact or influence of climate change in the region of sustainable tourism. – prepared Joachim Barrande Geopark nearby Prague, capitol of the Czech Republic. Tourism is one of dynamic developed areas and from essential part affect regional development – so the goal of the research is, how and if the change of climate has an impact to safety of touristic attractive area (it means to touristic trails in east Barrandien in background of Prague – Capitol of the Czech Republic). The research is metodicaly based on analysis of texts and mapping sources (they were used touristic and also geologic maps anyway), but especially on field research in site. Many touristic trails are very often visited by daily tourists and it could be higher risk in the Future with highest impact especially by heavy rains and during the hot summer period. In the border of adaptation strategies of area Barrandien is not included any strategy how to protect tourists and how to make safe some problematical localities inside the popular geological area.

- Summary/Abstract:According to public surveys of the Sociological Institute of Academy of Sciences, Czech public has perceived terrorism as a major threat in the years 2015 and 2016. Also there are reports in the media that the fear of terrorism significantly changes the tourist´s preferences and proportion of foreign and homeland vacations. The aim of this article is to analyse available scientific articles and case studies that focus on the impact of terrorism on tourism and analyse how the structure of outbound tourism has in the Czech population in 2015 and 2016 really changed. The result of this article is a comprehensive overview of the basic issues of the impact of terrorist attacks on tourism from the point of view of neuroeconomics and the subsequent discussion of specific impacts on outbound tourism of Czech citizens. The article also discusses a change in outbound tourism in France, which became the target of two major terrorist attacks in 2015.

- Summary/Abstract:The area of the Czech Republic can be divided into a rural and urban area. This division is not clear, there is not any consensus about it and it all depends on the purpose for which the definitions of areas are formed. Tourism consists of several types and rural tourism is one of them. This article focuses on different definitions of the rural area for the purposes of urban geography and tourism. It searches for possible connections between the concepts of rural area and tourism within the context of the Czech Republic. The findings result in different understanding of tourism in the rural area and rural tourism with respect to their statistical characteristics.

- Summary/Abstract:The purpose of this study is to determine whether and to what extent the studied municipal governments use their capabilities to shape taxes that constitute the basic tax income (PDP), used for the calculation of equalization amount of the general grants. The analysis will cover all rural municipalities in Poland (approx. 1570) in 2015 and 2017. The study will involve determining the relation of individual tax preferences and the amount of grant in studied municipalities; degree of replacing lost tax income with the grant, the correlation between the indicators of basic tax income and the size of tax reliefs used by municipalities. The conducted analysis clearly shows the existence of high dependency of rural municipalities from the mechanism of income supplementation based on PDP calculation per capita. There is a significant differentiation in the needs for income supplementing funds between the regions that results from the agricultural nature of some of them. There are important differences between rural municipalities in terms of the scale of applied tax preferences. The vast majority of municipalities resign from 10-40% of their potential income by applying the reductions in the top tax rates of the real estate tax and tax on means of transport.

- Summary/Abstract:The European Grouping of Territorial Cooperation is a quite new European legal instrument designed to initiate, facilitate and promote cooperation in different European regions (cross-border, transnational and interregional cooperation). Unlike the older cooperation structures which governed cross-border, transnational and interregional cooperation before 2007, the European Grouping of Territorial Cooperation is a legal entity and as such, will enable regional and local authorities from different European states, to set up cooperation groupings with a legal personality. The contribution deals with an analysis of European Grouping of Territorial Cooperation, new form of cross-border cooperation in the European Union. The main objective of the submitted contribution is to analyse historical development of this cooperation between years 2008-2016, based on own research and study of relevant Committee of Regions documents (for example EGTC Monitoring Report 2015). The assessment of the EGTC can be described as a comparative time and space analysis, because different units are being compared not just in time, but also from the point of view of their geographical location. The contribution discussed the growing relevance of the EGTC as instrument of regional development, uneven development in individual countries (Hungary, France, Slovakia x Scandinavia, the Baltic States, Great Britain and Ireland), terminological problems and validity of EGTC databases.

- Summary/Abstract:Evaluation of local action groups is an issue that has been put aside for a long time. It is a highly specific area, as each LAG, whether we want to admit it or not, originated differently. Areas that a LAG consider essential, can be seen as quite marginal by another. LAGs often have different goals because the regions have always been heterogeneous, and thus their activity has often been very different. Although a part of the platform of the LAGs has initiated the introduction of an assessment as the equivalent of determining the quality, it is obvious that in this case the initiative has been related to a problem. The paper therefore tries to outline a new perspective on the evaluation of LAGs, but also to focus on the current standard evaluation process, specified for the region of South Bohemia. A new evaluation of this important player in the development of the region, including both the public and the private sector, is also associated with a motivational extension, or some sort of bonus points, which could be used for by the Region to reallocate funds for small projects, supporting cultural activities in rural areas.

- Summary/Abstract:Alongside France, Italy and Slovakia the Czech Republic belongs to the countries with the most fragmented municipal structure. The aim of this paper is to analyze the attitudes of representatives of the Czech municipalities to two ideal forms of consolidation of the structure: amalgamation of the municipalities and inter-municipal cooperation. It is based on the survey results, which took place in the summer of 2015, which was attended by 573 municipalities and towns. The research has shown that the representatives of the Czech municipalities significantly prefer inter-municipal cooperation. In the case of amalgamation of the municipalities they are primarily afraid of loss of identity of the merging municipalities. As shown by foreign experience, to encourage inter-municipal cooperation it is necessary to access conceptually (model), with respect to its objectives and tasks, financing method, the territorial reach and organizational and legal structures. More than 54% of the municipalities assess existing government support as insufficient and they lack a specific national or regional support programs. Free choice of partners and voluntary participation in the cooperation are considered key factors of a successful inter-municipal cooperation. Although particularly the small municipalities are very sensitive to the mention of merging municipalities, we would not have to resign to debate the pros and cons of merging the municipalities into the future.

- Summary/Abstract:Incomes from immovable property tax fill up municipal budgets in all EU countries. In the Czech Republic, municipalities can affect revenues from taxes on immovable property in particular through coefficients. This paper focuses on possibilities for increasing revenues using the local coefficient, which is currently the most effective instrument to influence revenues from property taxation for municipal budgets due to its amount and area effect. Methodically, the research relies on the evaluation of internal secondary data from the General Financial Directorate of the Czech Republic. To make calculations, the data from the Czech Statistical Office and the results of primary research, which was conducted in the years 2014 – 2016, were also used. Local taxes and especially immovable property tax is considered the best municipal tax. This tax is associated with a number of questionable issues in context of valuation, determination of tax rate or polemics whether properties tax at all. The share of taxes on immovable property on municipalities’ tax revenue is generally low, but it varies among individual municipalities, especially in context of the local coefficient use. In small villages this tax represents a significant proportion of the total revenue of the municipality

- Summary/Abstract:Aim of this article is to assess the position of individual regions of the Czech Republic in terms of their share in tax collection in the period from 2005 to 2014.The research is focused on income taxes and value added tax, which are significant tax revenue for public budgets and financing resources for budgets of regions and municipalities. For a comparison of the regions scaling is used, namely the method of semaphore. Furthermore yield coefficients for value-added tax, corporate income tax and income tax of individuals are calculated for each region. Tax imposed and collection are mainly influenced by legislative changes, but also by geographic, demographic and socio-economic differences between regions.

- Summary/Abstract:The municipalities can to create the part of the revenue by the business and also to create competitive environment for the other businesses. They also contribute to ensuring the activities and services that are useful for inhabitants of municipalities. Municipalities can to entrust their property to their contributory organizations based on Act. 523/2004 Coll. on budgetary rules or they can to insert their property into the trading companies respectively into non-profit organizations. The main activities of the contributory organizations belong providing the public - utility services, but they also can to conduct business. One of the possibility how to increase the efficiency the use of property of these organizations is to use various economic analyzes, which can to identified some gaps. Aim of this paper is to evaluate the performance of property by contributory organizations within the competence of municipalities in the Slovak Republic in the time series 2000-2015 based on selected property indicators and also capital revenue and expenditure, which are used to reproduce of property. The object were contributory organizations within the competence of municipalities in Slovakia. Based on the analysis, in the period 2000-2003 was growing total value of the property by contributory organizations. Worsening of selected indicators can be observed after the introduction of the obligation to depreciation of the property, legislative changes as well as changes in accounting methodology.

- Summary/Abstract:The article deals with media reflection of the culture in the regions of the Czech Republic. The attention is devoted to the national TV coverage and its contributions concerning the culture in individual regions of the Czech Republic. The main objective of the paper is to analyse and assess contributions related to the culture in individual regions of the Czech Republic. We focus on contributions, which appear within the national TV coverage. The whole problem will be evaluated from both quantitative and qualitative points of view. Contrary to other TV contributions, cultural themes tend to improve mental maps of respective territories. As to cultural topics appearing within national TV broadcasting, there exists certain differentiation among the regions of the Czech Republic. Prague and Karlovy Vary region turned out to be the most flourishing in this sphere. However, above mentioned differentiation is basically congruent with the character of individual regions in the country. Thus, the culture, which becomes increasingly fancied theme within local and regional studies, can be portrayed from an alternative perspective.

- Summary/Abstract:Process of decentralization was and constantly is an immanent part of public administration reform. It signifies transfer of competences and responsibilities from central to lower (autonomous) level of government. Its critical point is autonomous unit size (municipality) to which the competences are transfered. The aim of this study is to review administrative capacity of municipalities to the size of 1000 inhabitants to arrange entrusted competences in Slovak conditions and to analyze recourse to solve the given state by associating/merging municipalities. Study was conducted on a sample of 164 municipalities of Trencin region, thus all municipalities to the size 1000 inhabitants what is 59,4% from 276 total municipalities. There was established 2 hypotheses. 1st hypothesis: Municipalities to the size of 1000 inhabitants do not have sufficient administrative capacity to ensure competences. 2nd hypothesis: The lower the municipality size, the higher tendency to mergering. First hypothesis was confirmed, second hypothesis not.

- Summary/Abstract:The aim of this paper is to evaluate the effectiveness of the public administration in terms of responding to the request based on the Act no. 106/1999 Coll., about free access to information at the level of municipalities with extended competence presented on the basis of a regional comparison. Evaluation was done on the basis of provided or not provided information, assessment of municipalities responding in the statutory limit of 15 days and the amount of funding required for the information provided. Simple relative indicators were used for comparison. Interpretation of the results is illustrated by graphics processing based on the share of municipalities with extended competence in the regions. Information is provided by 88 % of municipalities, all municipalities from Liberec, Pardubice, Olomouc Region and Vysočina region provided required information. Municipalities in Jihočeský region were evaluated as worst in terms of provided information. 75 % of municipalities responded in time of 15 days. Olomouc and Vysočina region were evaluated as the best in terms of reaction in statutory limit. The worst was Plzeň region. 10 % of responding municipalities demanded financial compensation for the costs associated with extraordinarily extensive search.

- Summary/Abstract:Public sector is an integrated part of every mixed economy in the world. Currently, however, academic community, politicians, as well as, other experts from practice question the importance and ability of public sector organizations. Municipal entrepreneurship somehow represents the compromise between strictly state and strictly private ownership. Therefore, the objective of the presented paper was to identify elements of municipal entrepreneurship in the selected phases of public sector development. The paper has a form of review; hence, the methodology is heavily based on the analysis of current accessible literature about the studied area. The analysis revealed that even though, the studied concepts do not directly regulate the municipal entrepreneurship, the elements of this phenomenon were presented throughout several development stages of public administration.

- Summary/Abstract:The article deals with difficulties with the introduction of ethical tools into regional politics. The current ethical management of Corporate Social Responsibility (CSR) uses codes of ethics (CE). The article explores whether this ethical tools are used within the elected parliaments and administrative departments in the city of Brno. The chosen method is survey using the Act. 106/1999 Coll. on a free access to information. The research demonstrated that CE were not submitted for a formal hearing in any local parliament in Brno (as of 03/01/2017). On the other hand, unelected municipal administrative departments implemented CE in more than 50 % of the cases. The study presents the most pressing problems in the implementation of ethical tools in elected local parliaments. The study proposes solutions for a better transparency of regional policies through the implementation of CE.

- Summary/Abstract:The text analyses the extent and character of electoral support of extreme right-wing and populist parties in regional elections in the Czech Republic, as well as their collaboration in regional elections. The theoretical part of the text introduces parties labelled as extreme right and populist in the Czech Republic. The so-called extreme right-wing political party group will be discussed, followed by an overview of electoral results of these parties in each of the fourteen regions, with emphasis on the efficacy of gaining mandates. The basic statistical tools, correlation and variation analysis, are used to determine the relationship between electoral support of extreme right and populist parties. The text also explores regional differences in the absolute number of votes necessary to achieve the electoral threshold and party funding, which is closely connected to their electoral success since public funding of electoral parties in the Czech Republic depends both on the relative number of votes and on how many mandates their gain. The goal is to evaluate the ability of the parties to gain mandates with emphasis on the electoral potential of the whole group of extreme right and populist families.

- Summary/Abstract:Global climate change has been discussed with increasing focus over the recent years. Air temperature changes, also known as global warming, are one of the main effects of global climate change. Therefore, our towns and cities are likely to experience major changes in terms of air temperatures and the risk of heat island occurrence will be rising over time. Towns and cities should begin to prepare for this phenomenon, monitor the situation and propose such measures that would mitigate climate change impacts on the urban environment and urban population or at least would not add to the existing adverse impacts. This paper presents possible ways of identifying heat islands by thermo vision monitoring in an example of two selected public spaces in Hradec Králové – náměstí 28. října and Riegrovo náměstí. This paper is to presents possible ways of identifying heat islands by thermovision monitoring in an example of two selected public spaces in Hradec Králové. The paper based on field observation via thermovision monitoring with pilotless aircraft – drons. The measurements clearly show that materials have major impact on public space climate even in relatively mild climate.

- Summary/Abstract:The paper aims to evaluate selected findings of a research regarding the attitudes of the inhabitants of East Bohemian municipalities (Anenská Studánka and Vítězná) towards the construction of wind power plants and the perception thereof. A survey was carried out among the inhabitants of the two municipalities, as well as nearby municipalities and guided interviews were conducted with their mayors. The two selected sites differ in population numbers, time of power plant construction, number and size of the turbines and form of financial settlement. In the case of Vítězná, the power plant in question was community-funded, meaning that a portion of the shares was offered to the inhabitants (a unique case in the Czech Republic). The results indicated that, over time, the attitudes and opinions of the respondents from all the municipalities concerned have shifted towards a more positive perception of wind power plants. They have, however, also become more polarized. Citizens’ movements against further construction have been created, even though it is currently not possible in the Czech Republic, especially given that the government has cancelled funding for the support of clean power. Respondents who were found to have the fewest issues with the wind power plants were younger than 30 years, graduates of secondary education and resided at a greater distance from the stations without having direct visual contact with them from their home.

- Summary/Abstract:The article aims to determine the roles of new enterprises operating in the renewable energy sector in creating the economic potential of rural areas in light of the socio-economic benefits resulting from their operation. The research was conducted on a regional scale and a detailed scale. The regionallevel research included the Lubelskie Voivodeship (NUTS 2) marked by high potential, in national terms, for the production of energy from RES, and biomass in particular. The detailed research was conducted using the case study method. The entities chosen for detailed research are: wind farm, photovoltaic farm, agricultural biogas plant. The concluded research proves that the establishment and operation of RES-based energy enterprises generates economic potential of rural areas. Analyses performed on a regional scale confirm that wider use of the energy potential of the Lubelskie Voivodeship, especially based on agriculture, will help drive the activity of local communities and form the basis for creating new jobs. The study on energy enterprises helps distinguish conventional socio-economic benefits arising from the development of renewable energy in rural areas, including new jobs and cooperation with local companies, as well as other effects, e.g. the provision of local services or educational and promotional activities.

- Summary/Abstract:The paper deals with the issue of religious, ethnic and sexual communities (minorities) in Brno, namely the example of Christians and Jews, as well as the Moravians/Moravists, Vietnamese, Ukrainians and Russians, and not least the LGBT people (lesbian, gay, bisexual and transgender people). The text aims to identify the above mentioned communities (minorities) in Brno and also characterize the spatial aspects of their everyday life. The topic is examined by combining quantitative and qualitative methods, i.e. quantitative analysis of spatial data, observation, analysis of media content and performing of semi-structured interviews. Among the main findings in the majority of surveyed communities (minorities) are some inconspicuousness and closeness to the outside world, when individual communities (minorities) coexisting side by side but not too much mutual penetration. Some of them are also within Brno spatially concentrated, respectively subjects associated with them (religious buildings, restaurants and other facilities associated with leisure) are spatially concentrated.

- Summary/Abstract:The decrease of formal religiosity has been considered a result of long-term influences of modernization processes and forced secularization during the period of the Communist rule. This secularisation thesis has been called in question by authors documenting signs of religious revival, or re-sacralisation. The concepts such as pluralization and privatization of the religious life, alternative religiosity or personal spirituality are closely connected with re-sacralisation. The objectives of this article are to explore the transformation of religiosity from the viewpoint of the young believers in Brno – with the focus on their religious imagery and spatial practices. The theoretical frame of our work is grounded in the secularization thesis and its critique. The methods of qualitative research has been utilized, based on the participant observations and semi-structured interviews with young believers in Brno. The grounded theory in the vein of Strauss and Corbin has been employed to analyse the data. It is based in the thorough analysis of the interviews with the use of coding and leads to construction of the theory grounded in the data.

- Summary/Abstract:Increasing intensity of international migration induces the need for its appropriate theoretical interpretation, also with regard to development of various types of territorial systems. The aim of the paper is to specify question and issues, the understanding of which should support the evaluation of foreign migration´s impacts on economy, in both national and regional dimensions. The paper presented draws attention to some of regionally significant elements of migration economic theory based particularly on the neoclassical concept. Sequentially, it evaluates the possibility of regional analysis and comparison related to migration, the application of which can contribute also to the advancement of migration theories. The examples of data, related to the Czech regional pattern, which describe territorial distribution and dynamics of foreign migration in selected Czech regions have been presented.

- Summary/Abstract:The aim of the paper is to present partial results of the survey carried out within the project Erasmus+ č. 2016-1-SK01-KA204-022518 and point out current state of local public administration readiness to implement migrant policy. Data were obtained through the questionnaire survey focused on assessment of specific topics regarding to migration and diversity by local public administration representatives from the Košice region. Based on the initial question, range of migration and diversity understanding by respondents was evaluated. The results confirm findings from other surveys. Respondents do not have a clear idea what the term migration and diversity include. They have negative perception and they ranked it as very current. They report that impacts of migration and diversity are not desirable at local level and these topics do not require high managerial skills. The results did not show readiness of respondents to effective management of migration and diversity and they raise the question if interventions from the central tier will be implemented with required impacts.

- Summary/Abstract:The main objective of this paper is to provide significant information on the development of selected phenomena interpreted in two original atlases – Atlas of life environment and health of the population of the CSFR (published in 1992) and Tourism atlas of the Czech Republic (published in 2006) since their release. These atlases were elaborated under the leadership of long-time employees of the ESF and in accordance with their domestic and foreign professional award (as evidenced by the many citations of both works) it can be classified as basic information resources for research and practice in given fields. Completely irreplaceable is then their role in evaluating the corresponding components of social development (with significant linkages especially to regional and environmental policy). It is also necessary to mention the benefits for the development of research methodology and interpretation of the results including the use of computer graphics.

- Summary/Abstract:The article deals with the evaluation of a link between prosperity of a municipality (based on the population or migration growth or population decline) and drawing subsidies from the European Union. The aim of this work is to determine whether the thriving municipalities are more successful in drawing of subsidies than the unprofitable municipalities. The overall increase of population in municipalities which consist of two components (natural increase and balance of migration) can be considered as a primary indicator of the municipality development. If community develops, the amount of inhabitants increase. The case study is focused on testing the prosperity of 100 randomly selected rural municipalities and their drawing of EU subsidies during the period 2007 – 2015. It is analysed the purpose of drawn subsidies and also the municipalities, with no subsidies at all. The analyses showed, that when we compare the median level of drawn subsidies per capita, prosperous municipalities are more successful than unprosperous.
