Summary/Abstract: The article presents research results, which investigated the stakeholders´ differences of opinion while solving the use of a specific territory. The research took a place in one Southern-Moravian community during January and February 2017. The framework established by the Building law for acquiring of master plan was used as anvironment for research. The master plan is one of the activities of regional planning. Methods like structured interviews, multiple regression analysis and problem maps were used. The main result is, that the protection of public interests in a region is not possible without the protection of independency of its beares. Independence, knowledge of a suitable procedure and application skill of landscape management in a synergistic effect naturally strengthen the confidence of the specific actors in professional authority in the territory.
