Summary/Abstract: Municipalities in Bulgaria are one of the main beneficiaries of European programs. During the first program period, the investment costs at the local level, financed through European funds, reach more than 50% of the annual capital municipal costs. The purpose of this report is to present the contribution of European funds to the construction of municipal investments during the first program period, to assess the level of implementation of the most important programs for municipalities at the end of 2019 and to outline future trends related to development of the main European programs in the next programming period. The current development focuses on the implementation of infrastructure projects of municipal importance, implemented under the Operational Program "Regions in Growth", the Operational Program "Environment" and the Program for the Development of Rural Areas. The implementation of the Operational Program "Good Governance" was also analyzed, as the main instrument of the Republic of Bulgaria for the implementation of the administrative and judicial reform, including the introduction of electronic governance. The dynamics of municipal capital expenditures during the period 2008-2018 were evaluated. The main database used in the study is the database of the Ministry of Finance, the Information System for the Management and Monitoring of EU Funds in Bulgaria - ISUN, the Commission for European Affairs and Control of European funds to the National Assembly and public information about the relevant operational programs.
