  • Summary/Abstract:Contemporary digital technologies lead to globalization, help solve environmental problems, necessitate the emergence of new business models and create conditions for significant regional differences in the living standards of the population. A need arises to devise strategies for achieving a balanced and sustainable economic and social development of regions and for overcoming the existing intra-regional and inter- regional disparities. In line, the Quadruple Helix Model of innovation recognizes four major actors in the innovation system: science, policy, industry, and society. In keeping with this model, more and more governments are prioritizing greater public involvement in innovation processes. The design, building and functioning of smart regions provides the opportunity to come up with effective solutions for optimal utilization and saving of energy, reduction of the consumption of non-renewable resources, control of environmental waste, ensuring sustainable development, optimization of the efficiency of urban systems, that leads to increasing the quality of life of the populations.

  • Summary/Abstract:Beyond direct job creation in an algorithm and technology economy, it is important whether automation leads to new types of jobs and how the labor and working conditions change. The processes of aging and the disappearance of professions are recognizable, but there is no unambiguous evidence what the new professions will be in their place. It’s all a matter of imagination without a clear concept yet. New forms of employment, which are already part of the labor market, are neither new professions nor new skills, but through their analysis, certain opportunities and risks can be outlined. The purpose of the report is namely to analyze the strengths and weaknesses of emerging new forms of employment in the digital economy and algorithms. First, the potential for automating through algorithms of each work activity will be analyzed and the potential effects on work, society, and personality from doing so. Second, trends in the emergence of new professions, new job skills and related education will be presented. Third, several new forms of employment will be analyzed in comparative terms – employee sharing, job sharing, casual work, crowd employment and portfolio work. Finally, some conclusions will be outlined as to what the opportunities and challenges of the 21st century's work are.

The paper starts from a short summary of the expansion of the sharing economy the last decade.   • Summary/Abstract:Digital communication event horizon is a theoretical result of the complex nature of the communication process and is shaped by communication elements, circumstances, and specifics of the nowadays. The paper sets theoretical approach of the communication event horizon outlined by the effects of the personalized digital content. The proposed approach distinguishes personalization and customization as two separate processes related to tailored communication experience: system-initiated personalization (SIP) и user-initiated customization (UIC). Outlined as a theoretical framework of the personalization and the perception of the reality we will be able to consider new approaches to communication challenges dealing with the effects of social media – to what extent the content presented is tailored by or for the particular user and what is the perception of this reality to this same user, why it is different than other user, how and why some information is reaching us, while we are not able to reach another; how deceptions, fake news, and misinformation can be deployed.

The changes in the professional roles are clarified in terms of the communication, which is realized between the participants in the process of training and consulting. Professionals are expected to transform their understanding of their involvement in this process: from sources of information previously to become a greater degree change inspirers and designers of learning resources.   • Summary/Abstract:The report presents a pilot adaptation of a questionnaire for the self-concept clarity measurement (Self-concept clarity scale, Campbell et al. 1996) for working in Bulgarian conditions. The data received from 222 respondents were processed. The conducted exploratory factor analysis showed the presence of two subscales of the questionnaire, which completely cover the content of the concept of the self-concept clarity. The scale has a very high internal consistency. The proof of its construct validity is the obtained significant positive correlation with the overall self-esteem. Statistical procedures prove the reliability and validity of the adapted scale for the self-concept clarity measuring.

  • Summary/Abstract:This paper aims to reveal the prevalence of risky health behaviors among today’s generation of Bulgarian adolescents who grow up in a digital environment. Based on the national representative data from the international survey ‘Health Behaviors among School-aged Children’, wave 2017/2018, the prevalence of risky behaviors such as tobacco use, alcohol and drug consumption, early start of sexual activity and bullying perpetration has been revealed. Family, peers and school setting are discussed as the main determinants of adolescents’ risky behaviors. Creating school as a comfortable less stressed environment for prosocial and health-oriented initiatives could by an effective way to coping risky behaviors among the adolescents.

  • Summary/Abstract:This paper addresses the issue of „reverse” marketing as there are no publications on this topic in the Bulgarian academic and scientific literature. The goal of the paper is to present and comment the opinion of different authors and experts about the meaning of„reverse” marketing and its characteristics. The paper contains a review of various instruments and methods of „reverse” marketing implementation in international context and data of a desk research conducted online on the current situation of the „revers” marketing implementation in the practices of a sample of 90 companies on the Bulgarian market. The last paper’s part is focused on author’s conclusions about the essence of„reverse marketing“ compared to other marketing concepts.

  • Summary/Abstract:Undoubtedly, one of the main priorities in the development of the economy is the promotion of intelligent specialization in industries in which the country / region has competitive advantages to create added value. However, the choice of such productions and the way for their market imposition should not be spontaneous, but on the basis of an analysis of the positive opportunities and strengths of the business in the region. The smart specialization strategy, in contrast to previous innovation and growth strategies, is based on a bottom-up approach in which stakeholders work together to open new industries as national / local governments assess results. And directs financial mechanisms to support those innovative ideas that are best able to realize national / regional innovation potential. The stakeholders who co-create innovative ideas include not only the traditional Schumpeter entrepreneur, but also individuals (innovators), universities (teachers) and research institutes / laboratories (researchers).

In this presentation, we present a new approach to implementing smart governance systems in the form of a smart region. The exhibition examines the possibilities for applying smart approaches to the development of the territory and improving the spatial development of the administrative-territorial units in Bulgaria. An attempt has been made to analyze and compare smart policies in the European area and their implementation in our country. Many ethical dilemmas are now under consideration and profession is more than concerned about the enhanced risks of ethical compromises. This paper is aiming to discuss the relevance of the fundamental ethics principles for professional accountants in a technology-led digital age. These five principles are: integrity, objectivity, professional competence and due care, confidentiality and professional behavior. Artificial intelligence and big data analytics that are currently changing work environment of the accounting profession are analyzed in this context. Cybersecurity, platform based business models and distributed ledger technology are also considered as ethical challenges in the light of exponentially growing digitalization of economy.

  • Summary/Abstract:„Innovation is an economic phenomenon." According to Schumpeter's economic theory, economic development is due to innovation in a dynamic environment, where old markets are destroyed and replaced by new ones - the so-called creative destruction. The object of the study in this report are enterprises in the tourism sector with a subject of activity in the Southern Black Sea region. Subject of the research - the relation "innovation - blue growth“ in the tourism industry. The main purpose of the study is to conduct a survey to summarize the opportunities for innovation in enterprises applicable in the tourism sector, whether they lead to increased competitiveness, whether companies generate higher profits after the introduction of innovations, whether the number of their employees, what investments they use to realize the innovations. The survey is specialized and therefore the representative sample includes opinions of managers from the highest management level - 67 representatives of the tourism business in the period June 2017 to January 2019. The topic of innovation in tourism will be increasingly developed and will arouse increasing interest, given the dynamic development of the sector and technology.

  • Summary/Abstract:Municipalities in Bulgaria are one of the main beneficiaries of European programs. During the first program period, the investment costs at the local level, financed through European funds, reach more than 50% of the annual capital municipal costs. The purpose of this report is to present the contribution of European funds to the construction of municipal investments during the first program period, to assess the level of implementation of the most important programs for municipalities at the end of 2019 and to outline future trends related to development of the main European programs in the next programming period. The current development focuses on the implementation of infrastructure projects of municipal importance, implemented under the Operational Program "Regions in Growth", the Operational Program "Environment" and the Program for the Development of Rural Areas. The implementation of the Operational Program "Good Governance" was also analyzed, as the main instrument of the Republic of Bulgaria for the implementation of the administrative and judicial reform, including the introduction of electronic governance. The dynamics of municipal capital expenditures during the period 2008-2018 were evaluated. The main database used in the study is the database of the Ministry of Finance, the Information System for the Management and Monitoring of EU Funds in Bulgaria - ISUN, the Commission for European Affairs and Control of European funds to the National Assembly and public information about the relevant operational programs.

Health insurance is a safe, flexible and increasingly preferred way of securing people in future unpleasant health situations.   • Summary/Abstract:The scientific material reviews the most important scientific developments related to the digital transformation from standard bank stress tests to their reverse profiles. The author refers to many authors discussing the problem. Peter Grundke and Kamil Pliszka scored 6 steps on the reverse stress test. An attempt is made to define the concepts by Christian Thun, Juan M. Licari and Mark Zandi, as shown in Figure 1. The Hybrid Approach to Reverse Stress Testing includes is also briefly discussed. Three concusions have been drawn, regarding the matter of the review.

An approach for automatic analysis of documents used by students in the learning process is proposed. By extracting meaningful words, the analyzed documents are defined as related or unrelated to the subject area of study. The algorithm is based on domain ontologies and the creation of classifiers using the Naive Bayes, Random Forest and Logistic regression tools of the Orange Data Mining system. The processing of the obtained data will lead to the study of the basic behavioral patterns and trеnds that characterize successful learning.

  • Summary/Abstract:This article proposes an approach for short-term forecasting of electricity production from a micro grid connected PV system using the means of artificial intelligence. An artificial neural network is used to create the model. The forecasting model has three input variables: solar radiation, wind speed and air temperature, and one output variable - the amount of electricity produced by the installed photovoltaic panels in the microsystem. This study is a part of a project for optimization of the energy consumption of a building in case that independent alternative renewable energy sources are used. The model is implemented and tested on real data collected in 5 minutes from a specially designed meteorological station installed in the building of the Burgas Free University.

Although humanity does not have the ability to prevent all transport accidents, it can limit their impact and reduce the losses they cause. It is necessary to know the nature of each transport accident, the preventive measures to be taken against its occurrence, the course of action during the accident itself, the assessment of losses and the possibilities to reduce the risk of their occurrence.
