Summary/Abstract: Undoubtedly, one of the main priorities in the development of the economy is the promotion of intelligent specialization in industries in which the country / region has competitive advantages to create added value. However, the choice of such productions and the way for their market imposition should not be spontaneous, but on the basis of an analysis of the positive opportunities and strengths of the business in the region. The smart specialization strategy, in contrast to previous innovation and growth strategies, is based on a bottom-up approach in which stakeholders work together to open new industries as national / local governments assess results. And directs financial mechanisms to support those innovative ideas that are best able to realize national / regional innovation potential. The stakeholders who co-create innovative ideas include not only the traditional Schumpeter entrepreneur, but also individuals (innovators), universities (teachers) and research institutes / laboratories (researchers).
