Summary/Abstract: Essentially, the preventive activity is protection of the inviolability of the person and the property of the Bulgarian citizens. One of the important mechanisms for effective impact is the implementation of appropriate and strictly differentiated measures, through which the appropriate preventive influence can be exerted on a certain group of vulnerable persons who may commit or suffer from crimes. The report presents a new type of administrative measures included in the national legislation – bans on leaving the country for vulnerable adults and minors, as well as the possibility of issuing a temporary identity card to persons with a decreed ban.
