Summary/Abstract: Тhe author aims to show and prove that, regardless of the fact that the human rights are part of the jus cogens in international law, in the history of one’s country there is always a period of stagnation in the protection of the human rights, often parallel with actualization of some values that contribute to contamination of the democracy. According to the author, the bending of the human rights is followed by coming to the stage certain political movements, which are touching the darkest side of human beings-hatred. The protection of the human rights should be immune to the change of the political movements and ideologies, embodied in the political parties, which some of them are comprehending the human rights as a suggestion, not as a duty given not before coming to power, but even before the formation of the power as they know it.
