Summary/Abstract: The Critical Infrastructure Protection paradigm is in wide use among Western allies and partners. It has registered continuous development as more critical infrastructure domains and more interdependencies are brought to light by the effects of the “perma-crisis” affecting the world in the recent years. The article highlights the issues surrounding the offshore critical infrastructure, and specifically analyzes critical energy infrastructures in a European context. These systems feature unique requirements and challenges, not just in terms of their functioning, but also for their security governance. Given the normalization of hybrid warfare against civilian critical infrastructures, as well as expected development in offshore critical energy infrastructures, national security and defense decision and policy makers must develop a better understanding of these systems.
