Summary/Abstract: The publication aims to analyse the role of public administration as guarantor of protection of individual rights and freedoms in relations with global corporations. In the era of digitalization of social life, a significant part of the functioning of individuals has moved to the online world, in respect of which the state still has the duty to care for individual rights, such as freedom of speech. Nevertheless, companies providing online services have a real advantage over the administration, which is connected to the global nature of their services and often comparable to the personal and property resources of the administration. In this state of affairs, the effectiveness of the existing perception of the administration as the supervisor of digital entities should be questioned. In the author’s view, the effectiveness of public administration in the world of hegemony of global corporations requires partial globalization of both the administration and the administrative law, as well as the use of a wider range of legal forms of action, in particular, of a consensual nature.
