Summary/Abstract: The article is devoted to the limits of freedom of expression. The point is that legal systems do not protect all speech. Protection has limits beyond which unprotected speech remains. Two hypotheses of unprotected speech under the European Convention on Human Rights are discussed. In this context, the author opposes the view that the application of EU restrictions on pro-Putin media propaganda is censorship.
