Summary/Abstract: A new understanding of disaster and risk management has become widespread after 1990. The new approach adopted gives priority to disaster hazards pre-disaster activities, that is, ‘risk management’ and ‘avoidance’ activities, rather than post-disaster activities. International organizations have defined the issue of avoiding natural disasters as a prerequisite for sustainable development. Many countries in the world have renewed their legal and institutional structures in line with this common discourse.
