Summary/Abstract: The experimental regulatory environment, or regulatory sandbox, is part of the innovative regulatory tools already being implemented by EU member states. The main goal of the report is to present an analysis of the procedural legitimacy of regulatory laboratories as an innovative legal instrument for policy prototyping. The focus is placed on the specifics of the regime for establishing and operating regulatory laboratories and "testing in real conditions" in accordance with the provisions of the Artificial Intelligence Act (currently under consideration by the European Parliament). In the context of evidence-based policy, the report argues that experimental clauses and regulatory laboratories as opportunities, limitations, and risks for creating a secure and sustainable legal environment for the development of high technologies and artificial intelligence systems cannot be perceived as a standalone procedural meta-instrument in principle but should be integrated into existing traditional regulatory tools.
