Summary/Abstract: The report focuses on the inclusion of children and youth in decision-making on topics that affect them. The analysis of the data through the lens of the polarities of democracy theory reveals structural social shortages that do not favor the establishment of practices for the full participation of young people in Bulgaria in decision-making processes on topics that are important to them. The article provides arguments in support of the thesis that access to more reliable information is a necessary, but not a sufficient prerequisite for real empowerment of young people. Furthermore, it is necessary to institutionalize a structured social environment – stable enough to allow predictability and continuity, but also flexible enough to allow adaptability and development – that can channel the (proto)civic energy of children and youth in Bulgaria.
