Summary/Abstract: This report provides an overview of the identified dysfunctions in the bureaucratic approach for combating offenses in the management and expenditure of funds from European Structural and Investment Funds and funds under shared management in the Republic of Bulgaria. It examines the causes that lead to a reduction in the efficiency of public fund expenditure and the emergence of conditions conducive to a corrupt environment and criminal activities. The report interprets the relationships between these causes and the adopted regulatory framework. It proposes possible measures to address the shortcomings in the organization of activities in the fight against offenses related to the management and spending of European Union funds.
