Summary/Abstract: In the new age of global politics, the European Union claims to be a global actor ready to build a better and secure world. (Council of the European Union, 2003:1) So far, the Union’s most effective tool of exerting soft power and exporting its economic and political models to post-communist Europe has been membership conditionality. But, when membership is unlikely (Moldova), or candidate status is not desired (the Russian Federation), the European Union’s capacity as a global actor diminishes significantly.
