Summary/Abstract: Papers collected in this book were presented at an international scientific conference "Globalization of Politics" held on October 12 and 13, 2007 in Dubrovnik, Croatia. The conference was organized by the Political Science Research Centre and Scientific Forum, in cooperation with the University of Dubrovnik. It gathered eminent scientists and experts in the field from Croatia and several European countries that represented a wide variety of different perspectives on the topic. Globalization of politics is certainly an important and emerging issue that concerns current international politics and its transformation in the age of gloablization. Papers in this book analyze and discuss a fairly broad spectrum of issues, starting from more general and theoretical ones such as: reflections of globalization on democracy, changes of governance, nation state and its role, rule of law and new geopolitics in the age of globalization, etc. Some of the papers are particulary focused on issues related to regional organizations, mainly the European Union, and furthermore on specific national case studies. Different approaches and methodology ensure a multidisciplinary character of this book which in the end offers a multi-layered reading covering the most important and relevant discussions on the subject.

- Summary/Abstract:The world we live in can be determined in various ways. Determination of the world in various ways is possible because of its inner diversities. It is for sure that its diversity, including the world of politics, political phenomenology, can be understood only within the context of significant transformations that we are witnessing. By saying transformation, I am implying the remake of the old into the new paradigm. The old paradigm is based on the effects and scopes of the first (political) modernism, and the new paradigm should in full become the paradigm of the second political modernism.

- Summary/Abstract:Over the last fifteen years, the concept of globalization has proved to be one of the most essential topics in political science research. Yet this term hides a plurality of meanings, thus creating ambiguity to some extent. Many authors view globalization in an economic perspective (Cox, 1993: 259-289), as the product of evolution of capitalism subject to its dictates and constraints. Some stress out the decisive influence of technological breakthroughs, and communication and information exchange networks (Frederic, 1992: 74-97) at the emergence of a globalized world. Others, on the other hand, stress the cultural logic which underlines the phenomenon of globalization (Jameson, 1991).

- Summary/Abstract:In the ancient Greek tradition democracy, as the rule of the people, in general, did not come together with the rule of law. Plato differentiated democracy according to law (demokratia meta nomon) from democracy without law (demokratia aneu nomon) (Plato, 1961: 302c-303b). Following his idea, Aristotle confronted constitutional republic (politeia) with the middle class in power vs. democracy as the rule of the poor people, without law (Aristotle, 1992: 1279ab). Contrary to the ancient age the modern liberal democracy is generally based on the rule of law. What all agree with, however, is that the modern free democratic society must be marked by the rule of law. There must be a government of laws and not of men and women. In German tradition the rule of law as Rechtstaat means that rulers and their agents are subject to the law as much as anyone else. The state and its agents cannot do as they like; behave in an arbitrary, self-willed fashion: they must obey the law.

- Summary/Abstract:The central thesis of this paper is that the transformation of a world of states into a world of regions is triggered by two main drivers. On the one hand there are the diminishing capabilities of states to deliver good local governance in today’s global age. On the other hand, there are the growing limitations of multilateral organizations to deliver good global governance with regard to global threats. In other words, both the State and multilateralism are under siege. But states and international organizations are not passive actors that just have to undergo changes. They can adapt and give birth to innovations to enhance better governance. A world of regions could well be such an innovation that holds the promise for a renewed and hopefully better system of global and local governance.

- Summary/Abstract:European Union is an advance institution. There is no other community to mach its political, economic and international weight. But as an outsider, I do not find it as a cosmopolitan democracy. There are two internal as well as one international reason to prove my argument. First of all there are two schools of thought within the EU, regarding its future direction. There are forces who believe that the political direction of the EU must be Atlantis. There are others who believe that the European Union must, in its political thinking, remain European minded, separate from whatever the American guideline is. The United Kingdom and its allies within European Union support the Atlantis view, where the French and its orbit allies believe that the European Union must be European. So, that means that the liberal forces are put versus the social welfare minded, within the European Union. The second critical view is with regard to the institution itself. The selection of the commission is doubtful, if the stronger and more powerful members of the European Union have the upper hand in its selection. The European Parliament is paralyzed in intervening over agricultural budget. The power of members by ‘qualify majority voting’ - QMV, makes collaboration among the stronger and more powerful members of the EU much easier.

- Summary/Abstract:The challenge to determine the nature of the dichotomy between the global and the local in politics is rooted in the diversity of historical circumstances that provided some nations with faster and some with slower cultural self-development. Deprived nations typically seem falsely to presume the relativistic view that there is no such thing as truth other than what is socially accepted as “true”. Therefore, small nations typically accuse big nations for biases. Globalization of social life pertains to the power to unify values particularly at the level of whether they encourage the moral standpoint of citizenship (unify the value of freedom), or values are generated by particularistic cultural world views (unify rules of suppression). The distinction between individualist and collectivist culture reveals the way in which different nations organize and prioritize their moral judgments and distinguish trivial from elevated issues. If unification of values enhances the value of communitarian identity and transforms it into the civic spirit, moral progress in politics will be possible.

- Summary/Abstract:Globalization is a broad concept and a complex social phenomenon which is very difficult to determine precisely. However, it might be said that it is primarily a process of economic, and then of a general connectivity of various societies and states, by which, historically, a new type of their multifold mutual interconnections and interferences is established. Although it is originally an economic concept (global economy, world market, economic integrations, international relations, etc), globalization should be understood primarily as a direct or indirect influence (not only economic, but also cultural, political and social) of the most powerful world societies on all of the others. Therefore, globalization implies the spreading and interpolation of the same or similar social structures, forms, values and norms into other social areas. That also implies mutual influence and mixture of elements of different cultures. That influence and mixture don’t go one way, (although there is dominance of the developed societies over undeveloped ones).

- Summary/Abstract:In the past several decades, the concept of globalization entered into the discourse of social sciences, as well as into everyday language, and became one of the most applied terms to explain ever more complex social reality of the modern world. As it became almost “a common phrase” or buzzword (Scholte, 2000), it is more and more difficult to determine the meaning of globalization and give it a precise definition. A myriad of theoretical descriptions and attempts to define globalization have only produced confusions about its meaning, as in scientific and professional, so in public circles. Although various forms of “globalization” existed before, in different historical epochs , modern processes of globalization have been accelerated due to the development of information technologies that enable unthinkable possibilities of “networking”, faster flow of information as well as growth of awareness of global interconnection.
