Summary/Abstract: Economic development requires substantial investment in industry and infrastructure. Mines, power plants, pipelines, roads, telecommunications networks - all of these are expensive to build and operate, and governments of impoverished states regularly look to outsiders to provide funding. The outsiders can include the international financial institutions and foreign governments, as well as private companies from the developed world. These agents have different interests and run different risks in financing or operating infrastructure. To reduce or minimise the economic risks in particular, private companies often make use of project finance.
